85 <br /> <br /> Mr. Vandever asked if there would be a problem asking for the entire amount of <br />funding, but only doing renovations, and Mr. Wiley replied that he did not think that would <br />be a problem. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the resolution requesting <br />State funding for the Jail renovation and expansion was approved by the following vote. <br />Ayes: Ms. Daugherty, Ms, Slaughter, Mr. Toscano. Noes: Rev. Edwards and Mr. <br />Vandever. <br /> <br /> WHEREAS, the Albemarle County and the City of Charlottesville currently operate, <br />pursuant t an Agreement between them, the Albemarle-Charlottesville Joint Security <br />Complex; and <br /> <br /> WHEREAS, the County and City have submitted a Community Based Corrections Plan <br />to the Board of Corrections, which has received approval, and have submitted a Planning <br />Study for approval; and <br /> <br /> WHEREAS, the County and City desire to apply for 50% reimbursement for the <br />eligible costs of renovation and new jail construction pursuant to Section 53.1-81 of the Code <br />of Virginia and the Standards for Planning, Design, Construction, and Reimbursement of <br />Local Correctional Facilities effective July 1, 1994. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville <br />that the City hereby requests reimbursement from the Board of Corrections and <br />Commonwealth of Virginia of 50% of the eligible costs of construction and financing for the <br />proposed renovation and expansion of the Joint Security Complex, as outlined in the Planning <br />Study, pursuant to Section 53.1-81 of the Code of Virginia and the Standards for Planning, <br />Design, Construction, and Reimbursement of Local Correction Facilities. <br /> <br />RESOLUTION: USING E-911 SURCHARGE FUNDS FOR BUILDING E-911 CENTER <br /> <br /> Mr. Hendrix explained that the resolution would approve continuation of the surcharge <br />of $1.04 per month for City residents for two additional years in order to provide funds to <br />build a E-911 Center. Mr. Hendrix stated that space problems exist at the current facility and <br />the E-9t 1 Board instructed the Center Manager to look for new space. The University of <br />Virginia has offered to provide land for the proposed $1 million building. Mr. Hendrix stated <br />that the County has approved the extension for County residents and the University Board of <br />Visitors has approved the land use. <br /> Ms. Daugherty made a motion to approve the resolution extending the E-911 <br />surcharge. <br /> <br /> Ms. Slaughter stated that questions have been raised about whether the proposed E-911 <br />Center facility is being overbuilt and expressed concern that it is being considered too hastily. <br /> <br /> Mr. Hendrix stated that he was not aware of the overbuilt issue as the building has not <br />yet been.designed~ Mr. Hendrix noted that the facility is being designed so that a fire station <br />could be added at the location in the future. <br /> <br /> Responding to a question about current versus proposed space from Ms. Slaughter, Mr. <br />Wayne Campagna, E-911 Center Manager, stated that the current facility is 4,000 square <br />feet, but does not include space for the addition of fire dispatch, and necessary locker rooms, <br />kitchen, and room for equipment. The new facility is proposed to be 7,000 square feet. <br /> <br />The resolution extending the E-911 surcharge was unanimously approved by Council. <br /> <br /> WHEREAS, an Enhanced 9-1-1 Telephone System ("E-911") continues to be the <br />universally accepted and vital emergency communications link between a telephone caller in <br />need of emergency help and those persons providing such service; and <br /> <br /> <br />
