86 <br /> <br /> WHEREAS, reasons given on June 3, 1991, by this Council for creation of the special <br />E-911 tax continue to exist; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that use of a <br />portion of the money raised by collection of said E-911 tax for the City's share of the capital <br />costs of constructing a building to house the E-911 Center for the Charlottesville- <br />Albemarle community is necessary, appropriate, and meets the approval of this Councik <br /> <br />RESOLUTION: VINEGAR HILL URBAN RENEWAL ACCOUNT <br /> <br /> <Mr. Hendrix provided historical information on the development of the hotel on <br />Vinegar Hill and explained that the final annual payment of $220,000 by the City, agreed to <br />as a result of the financial restructuring, is due, and recommended that the payment be made <br />from the Charlottesville Redevelopment and Housing Authority's Vinegar Hill account rather <br />than from the City's debt service account~ Mr. Hendrix stated that rent payments from the <br />Omni make up the C~'s Vinegar Hill account. Mr. Hendrix noted that the hotel has <br />generated approximately $3.5 million in revenue for the City. <br /> <br /> Responding to a question from Ms~ Slaughter, Mr. Hendrix stated that there is <br />approximately $290,000 in the Vinegar Hill account. Ms. Slaughter pointed out that funds in <br />the Vinegar Hill account are also being used for changes to the Housing Authority's <br />development on Ridge Street, and reconunended that the total amount in the account be <br />verified. <br /> <br /> Mr. Hendrix stated that ~he City will have to hire outside legal counsel to protect the <br />City's interest in the project when the current loan is retired. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the resolution requesting the <br />HouSing Authority to pay the $220,000 payment from the Vinegar Hill account was <br />unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the <br />Charlottesville Redevelopment and Housing Authority is hereby requested to transfer <br />$220,000 from the Vinegar Hill Urban Renewal Account to Mutual Benefit Life Insurance <br />Company as the final payment pursuant to the most recent Om~ Hotel financial restructuring. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Slaughter, Ms. Meredith Richard was unanimously appointed to a <br />three-year term on the Thomas Jefferson Planning District Commission. This term will expire <br />on June 30, 1997. <br /> <br /> Ms. Daugherty read the proclamation declaring 3anerican Education Week. <br /> <br /> Mr. Toscano encouraged people to continue to bag their leaves; announced that <br />Council will hold a mini-retreat in January, and noted that the CDBG neighborhood study is <br />underway. <br /> <br /> Ms. Daugherty complimented Public Works and the Treasurer's office for developing <br /> <br />the newcomers packet. <br /> <br /> The meeting was adjourned: <br /> <br />President <br /> <br /> <br />
