95 <br /> <br />November 7th meeting, was approved by the following vote. Ayes: Ms. Daugherty, Rev. <br />Edwards, Ms. Slaughter. Noes: Mr. Toscano and Mr. Vandever. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum <br />of $450,000.00 is hereby appropriated from the unappropriated balance of the Risk <br />Management Fund, and the sum of $200,000 is hereby appropriated from the unappropriated <br />balance of the Capital Projects Fund, and transferred to the Charlottesville Industrial <br />Development Authority (CIDA) as a loan, which loan shall be evidenced by a demand Note <br />and secured in part by an assignment to the City of the $1,000,000 Strippable Treasury Bond <br />purchased by the Mead Corporation and dated October 6, 1987 (Cusip #912833KK5), as <br />part of the Michie Company sale and construction project. The Note and assignment <br />documents from the CIDA to the City shall be in form approved by the City Attorney. All <br />funds loaned to CIDA under this appropriation shall he repaid by CIDA on demand without <br />interest upon ninety (90) days written notice. <br /> <br /> BE IT FURTHER RESOLYq~D that the CIDA is hereby released from any obligation <br />to transfer the sum of $183,000 to the Capital Projects Fund, as stated in two ordinances <br />approved by City Council on December 4, 1989, copies of which are attached hereto. <br /> <br /> Mr. Toscano stated that he voted against the appropriation because of the inclusion of <br />the forgiving of the previous $183,000 loan. <br /> <br />ORDINANCE: AMENDING UTILITY SERVICES CONSUMER TAX (INCLUDING <br />TAX ON CELLULAR PHONES) <br /> <br /> Mr. Gouldman explained that the ordinance conforms to the current General Assembly <br />legislation and fine-tunes the City's existing ordinance. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 30-221, 30-222, 30-225 <br />AND 30-227 OF ARTICLE VII OF CHAPTER 30 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO TAXATION OF LOCAL <br />MOBILE TELECOMMUNICATION SERVICE" was offered and carded over to the next <br />meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Gouldman notified Council that Adelphia has appealed Council's recent decision <br />regarding regulation of"a la carte" offerings, the City has filed a brief, and he is hopeful that <br />a decision will be made affirming Council's action. <br /> <br />Mr. Toscano noted that a date in January needs to be set for a mini-retreat. <br /> <br /> Mr. Toscano noted that the Council and Board of Supervisors will be meeting to <br />discuss jail issues on December 16th and asked Councilors to get any questions to him or the <br />City Manager. Mr. Toscano added that staff will be meeting with the court service unit to <br />discuss the issue of juvenile offenders. <br /> <br /> Mr. Toscano stated that the Urban Partnership will be holding an Urban Smnmit on <br />December 8th for interested Councilors and community leaders. <br /> <br /> Mr. Toscano requested that Councilors let him know if they support putting the <br />skateboarding on the downtown mall issue back on the agenda for further Council discussion. <br /> <br />The meeting was adjour¢ed. <br /> <br />President <br /> <br /> <br />
