In the area of Minority <br />Assistance Programs, there needs to be more specific goals. <br /> <br /> Responding to a question from Ms. Daugherty about how detailed the Commission felt <br />the process, future steps, goals and objectives of the Plan should be, Mr. Huja stated that the <br />Commission felt that the Plan, as writter/, could be used as a guide, but if operationalized, <br />should be more specific to help the Economic Development Director <br /> <br /> Mr. Hendrix stated that the new Economic Development Director would develop goals <br />and objectives as part of the annual work plan in harmony with the Economic Development <br />Strategy. <br /> <br /> Ms. Daugherty stated that the Economic Development Task Force could also have <br />periodic input if they continue to meet. <br /> <br /> Mr. Toscano stated that he feels certain parts of the Plan could be implemented prior to <br />hiring a new Director, such as tourist initiatives. <br /> <br /> Ms. Slaughter stated that she is convinced of the need to conduct a market study and <br />suggested exploring the possibility of technical assistance from the Main Street program of <br />the Historic Trust. <br /> <br /> Ms. Slaughter recommended that staff develop tentative goals and objectives for the <br />Minority Business program. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, Council unanimously <br />adopted the Economic Development Strategy, with the addition of the Planning Commission <br />comments. <br /> <br />REPORT: EMPLOYEE DRUG TESTING <br /> <br /> Ms. Karen Letteri, administrative assistant and anti-drug and alcohol misuse program <br />manager in the Department of Public Works, presented the City's Anti-Drug <br />Program/Alcohol Misuse Program for the Department of Public Works'and Parks Division, <br />as mandated by the Department of Transportation (DOT). Ms. Letted explained that in <br />February of 1994 DOT passed its final ruling which required alcohol and drug testing <br />programs in the motor carder, transit, aviation, and rail industries. The ruling affects the City <br />because it adds commercial vehicle operations and Transit employees who hold <br />safety-sensitive positions to the group of employees required to be tested. This rule also <br />required that commercial vehicle operations and Gas and Transit employees who perform <br />safety-sensitive functions be tested for alcohol misuse. Ms. Letteri explained that Council <br />approval of the Program is required. <br /> <br /> Ms. Daugherty asked how employees will be protected against false positive test <br />results, and Ms. Letteri replied that any employee testing positive will be reviewed for <br />medications that may cause a false positive, and positive test result will be subjected to a <br />second testing. Ms. Daugherty stated that she thinks the drug testing needs to be done very <br />carefully. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, Council unanimously <br />approved the Anti-Drug Program/Alcohol Misuse Program, <br /> <br />Mr. Gouldman thanked Ms. Letted for her excellent work in preparing the Program. <br /> <br />APPROPRIATION: $650,000 - LOAN TO CHARLOTTESVILLE INDUSTRIAL <br />DEVELOPMENT AUTHORITY (2nd reading) <br /> <br /> The $650,000 appropriation of the loan to the Charlottesville Industrial Development <br />Authority, and forgiving of the previous loan of $183,000, which was offered at the <br /> <br /> <br />
