APPROPRIATION: $6,000 - Sobriety Checkpoint Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $6,000.00, to be received as a grant from the Department of Motor Vehicles, is <br />hereby appropriated to expenditure account 11-270-041130 in the Grants Fund for the <br />purpose of supporting the Sobriety Checkpoint program and administered by the <br />Charlottesville Police Department. This appropriation is conditioned upon receipt of <br />$6,000.00 from the Department of Motor Vehicles (Grant Project #AL95-16-51116). <br /> <br />e. APPROPRIATION: $18,749 - Additional assessment - Juvenile Detention Home <br /> (carried over) <br /> <br />f. APPROPRIATION: $22,500 - Library HVAC Repairs (carded over) <br /> <br />ORDINANCE: "AN ORDINANCE TO ACCEPT CERTAIN SURPLUS <br />PROPERTY ON MADISON AVENUE NEAR ROSE HILL DRIVE FROM <br />THE CHARLOTTESVILLE SCHOOL BOARD AND CONVEY SAID <br />PROPERTY TO THE AMERICAN RED CROSS" (carried over) <br /> <br />RECOGNITION: CHARLOTTESVILLE HIGH SCHOOL FOOTBALL TEAM <br /> <br /> Mr. Toscano introduced Mr: Garwin DeBerry, coach of the Charlottesville High School <br />football team and recently named "Central Virginia Coach of the Year," and recognized the <br />CHS football team for their outstanding season. The team was undefeated in regular season <br />play and had a 10-2 record overall. <br /> <br /> Coach DeBerry introduced members of the football team and the team presented <br />Councilors with T-shirts. <br /> <br />PUBLIC HEARING: APPLICATIONS FOR ISTEA FUNDS FOR: HISTORICAL <br />MARKERS; RUGBY ROAD BIKE AND PEDESTRIAN IMPROVEMENTS; <br />GREENBELT EXTENSION; BIKE TRAIL <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated that four possible <br />projects were advertised for the public hearing, though only two, the historical markers and <br />Rugby Road bike and pedestrian improvements, are recommended by staff for Council's <br />endorsement at this time. Mr. Huja noted that a 20% local match is required for the ISTEA <br />funds. <br /> <br /> Ms. Bobbye Cochran, Convention and Visitors Bureau Director, stated that the ISTEA <br />funds are part ora statewide travel promotion of Virginia Civil War Trails, and Jackson Park, <br />site of one of the world's greatest equestrian statutes, is recommended to be designated as the <br />Charlottesville site. Ms. Cochran stated that the ISTEA grant would provide a great <br />promotional opportunity for a small cost. Ms. Cochran said the $2,000 in matching funds <br />would be taken out of the Visitor's Center's current budget. <br /> <br /> Ms. Slaughter questioned whether a larger portion of Chadottesville could be <br />designated rather than just Jackson Park and Ms. Cochran replied that Would be poSsible. <br /> <br /> The public hearing was opened, but there being no speakers, the public hearing was <br />closed. <br /> <br /> Mr. Toscano recommended that the location for the Civil War Trails be described as <br />Charlottesville's Court Square and its equestrian statue. <br /> <br /> Mr. Toscano asked whether a portion of the grant funds could be used to clean the <br />statute and Ms. Cochran replied that $3,000 of the grant could be used for that purpose. <br /> <br /> <br />
