108 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br />Charlottesville, Virginia requests the Commonwealth Transportation Board to establish a <br />project for the improvement of a four-foot wide bike lane and a five to six-feet wide sidewalk <br />from Lambeth Lane to Wayside Place in the City of Charlottesville. <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville has capital <br />improvement funds to pay twenty percent (20%) of the total cost for planning, design, right- <br />of-way and construction of this project in accordance with the guidelines for ISTEA funding. <br /> <br />REPORT: CHARLOTTESVILLE/ALBEMARLE CHILDREN AND YOUTH <br />COMMISSION (CACY) ~AL REPORT <br /> <br /> Ms. Kaye Monroe, Vice Chair of the CACY Commission, highlighted the Commission's <br />activities and accomplishments, including: coordination for the development of the Teen <br />Center, coordination and staffing for CACY Interagency Council; publication of newsletter; <br />community education and provider training; Partnership Alliance for Lifelong Success <br />(P.A.L.S.); co-sponsorship of"Year of the Parent;" Teen Pregnancy/STD Prevention <br />Common Ground Roundtable; children and youth system analysis and assessment; and <br />resource and refelTal services. <br /> <br /> Dr. Charles Gleason, fomaer CACY Commission member and Teen Pregnancy <br />Prevention Roundtable member, summarized the pregnancy preventiOn program and Child <br />Care Action project. <br /> <br /> Responding to a question from Ms. Slaughter, Dr. Gleason stated that a representative <br />from the Health Department serves on the Roundtable. <br /> <br /> Ms. Amy Smith, Director of the Teen Center, known as the "Shack," updated Council <br />on the Center's activities. Ms. Smith said daily attendance averages 20 to 40 teens, 35% <br />being City residents. Ms. Smith stated that a goal of the Center is to increase attendance by <br />City residents and to increase outreach efforts and activities in City neighborhoods. <br /> <br /> Ms. Daugherty stated that she feels the two initiatives being undertaken by the <br />ComnfisSion, the Teen Pregnancy Prevention Roundtable and Child Care Action project, are <br />very important, and requested that results of these efforts be reported to Council. <br /> <br /> Ms. Slaughter urged the Commission to continue to look at youth prevention initiatives <br />to see how they fit into the larger picture of preventing teens from becoming juvenile <br />delinquents. <br /> <br /> Ms. Daugherty added that as resources become scarce, it will be increasingly important <br />for the Commission to continue to coordinate services to youth in the community. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Rory Carpenter, Director of the <br />CACY Commission, stated that development of a matrix of youth services is in progress, <br />adding that there are 150 agencies serving children and youth in the Charlottesville <br />community. Mr. Carpenter stated that he would provide further information to Council on <br />the information being gathered as part of the data base. Mr. Carpenter stated that while it is <br />difficult to measure success of prevention prOgrams, the Commission is trying to develop <br />some evaluation tools, and may enlist the help of the University of Virginia. Mr. Carpenter <br />noted that the Pregnancy Prevention Roundtable and Child Care Action project have <br />evaluation components built in. <br /> <br />ORDINANCE: REZONING 1237 PRESTON AVENUE FROM R-2 TO R-3 (2nd reading) <br /> <br /> Ms. Slaughter reiterated her support for the rezoning based on the designation of the <br />property in the Land Use Plan and the fact that this parcel is the only one remaining on the <br />block with the R-2 designation. Ms. Slaughter added that she feels the developers have <br />worked to make the project compatible with the surrounding neighborhood. <br /> <br /> <br />
