NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, <br />March 25, 1993 AT 7:00 p.m. IN THE Lemon/Lime Room, Worrell <br />Building. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session: Parks and Recreation <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />WORRELL BUILDING - March 25, 1993 <br /> <br /> Council met in special session on this date with the <br />following member present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />reviewed unbudgeted but proposed summer programs for the <br />upcoming year. Mr. German stated that an analysis of summer <br />events held last year showed generally supportive feedback <br />and the Department was encouraged to repeat the activities. <br />Mr. German stated that one method identified for funding <br />these unbudgeted programs was to reduce the proposed <br />operating budget by 2% which would free up $57,000. <br /> <br /> Ms. Slaughter stated that she felt. it would be <br />beneficial to connect the one-day tennis classes with ongoing <br />tennis lessons or team play. <br /> <br /> Ms. Daugherty questioned whether the daily summer park <br />program was used by non-city residents and Mr. German stated <br />that the program was not restricted to city residents at this <br />time. <br /> <br /> Ms. Slaughter suggested that staff look into charging <br />non-city residents for the summer park program rather than <br />restricting their participation. <br /> <br /> Mr. Johnny Ellen, Chief of Operations for Recreation, <br />cautioned that day care licensing regulations may begin to <br />affect the parks program if fees are charged. <br /> <br /> Ms. Slaughter stated that she felt the emphasis for <br />summer programs should be on ongoing programs rather than <br />one-day events, though she supported holding events in the <br />park if the costs could be reduced by either charging for <br />food or encouraging the participation of the neighborhood <br />associations. <br /> <br /> Rev. Edwards stated that he supported keeping a couple <br />of the one-day events in the park. <br /> <br /> Ms. Daugherty stated that she supported developing more <br />ongoing activities for youth and recommended that such <br />activities as an outward bound program or camping be explored <br />for older youth. <br /> <br /> Mr. Toscano questioned whether any savings had been <br />realized as a result of downsizing and reorganization in <br />Parks and Recreation and Mr. German stated that the only <br />obvious savings so far was in reduced personnel costs but he <br />did feel that the mall and parks were kept cleaner as a <br />result of the reorganization. Mr. German also noted that <br />cross training of employees was proving to be beneficial. <br /> <br /> Mro Toscano stated that he was a strong supporter of the <br />Meadowcreek Golf Course and felt that it would be a good <br />revenue generator in the long run.
