expenditure amount reflected the addition of two full-time <br />and three part-time employees added when the course went from <br />9 holes to 18 holes. <br /> <br /> Mr. Toscano questioned whether Council should consider <br />eliminating the golf course at McIntire Park since the <br />revenues are minimal and the cost is $12,000 to maintain the <br />facility. Mr. Toscano recommended that the revenue generated <br />at McIntire be separated out from the revenue at Meadowcreek. <br /> <br /> Staff noted that the major cost at McIntire is mowing <br />which would need to continue even if the course was closed. <br /> <br /> Mr. Toscano stated that he was generally satisfied with <br />the fee structure at Meadowcreek but questioned whether there <br />should be more difference between City resident and County <br />resident fees because of the large capital investment the <br />City has in the course. <br /> <br /> It was the consensus of Council to make more of a <br />differential between recreation fees for City and County <br />residents, changing golf fees on January 1, 1994 and other <br />fees in the fall, and to monitor the situation, especially <br />with regard to any reduction in participation as a result of <br />higher fees. <br /> <br /> Mr. Vandever stated that he felt the differential was <br />more important than increased revenues. <br /> <br /> Mr. German stated that lights for the baseball field at <br />Charlottesville High School are included in the capital <br />budget and the use of the lights will be restricted initially <br />to CHS students as a result of discussions with the <br />neighborhood, with expansion to other organizations if there <br />are no adverse impacts on the neighborhood. <br /> <br /> Ms. Slaughter questioned why a full-size basketball <br />court was proposed at Fifeville Park since it appears to be <br />too intense for the small park. <br /> <br /> Mr. German stated that he thought the recommendations <br />for a full-size basketball court came as a result of input <br />from the neighborhood'but he would look into the matter. <br /> <br /> Mr. Vandever noted that proposed modifications at Forest <br />Hills Park might be subject to the Americans with <br />Disabilities Act. <br /> <br /> Mr. German stated that the Teen Center was not budgeted <br />for FY 93/94 and the site committee has yet to find an <br />appropriate site° <br /> <br /> Mr. Hendrix explained that the reason the Teen Center <br />was not budgeted was that no new programs were recommended. <br /> <br /> Ms. Peacock stated that Albemarle County has apparently <br />recommended funding the Teen Center operating expenses bUt <br />not the capital costs associated with a site. Ms. Peacock <br />stated that she would follow up on the County recommendation. <br /> <br /> Mr. German stated that one possibility which has not been <br />explored would be to turn the Crow Center over to the Teen <br />Center. <br /> <br /> Ms. Slaughter and Ms. Daugherty supported including the <br />Teen Center operating expenses in the budget and capital <br />costs if a separate building is needed. <br /> <br /> Mr. Toscano stated that he felt Council should approach <br />funding the Teen Center cautiously. Mr. Toscano stated that <br />Council had been told that private funds would be sought for <br />the Teen Center and noted that government should not always <br />be counted on for funding all programs. <br /> <br /> <br />
