19 <br /> <br />the tax rate down and will explore options available through <br />the General Assembly. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION <br /> <br /> Rev. Edwards stated that he would favor adding funding <br />for the Free Clinic and eliminating the $50,000 for an <br />outside consultant. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />ordinance entitled "A RESOLUTION ADOPTING THE BUDGET FOR THE <br />CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1, <br />1993, AND ENDING JUNE 30, 1994 AND PROVIDING FOR THE ANNUAL <br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" was Offered and <br />carried over to the next, meeting for consideration. <br /> <br /> It was agreed that Council would meet for an additional <br />work session on the budget on April 6th. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL <br />TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC HEARING: WEST MAIN STREET TASK FORCE REPORT <br /> <br />The public hearing was opened. <br /> <br /> Ms. Sue Lewis, Chair of the Planning Commission and <br />member of the West Main Street Task Force, stated that she <br />felt the Task Force report should be used as a guide for <br />future development on West Main Street. Ms. Lewis stated <br />that she was concerned about preservation efforts in <br />neighborhoods adjacent to West Main Street and she hoped that <br />a parking and transportation plan will be developed. Ms. <br />Lewis stated that she felt safety concerns in the West Main <br />Street area should not be overemphasized. Ms. Lewis stated <br />that she hoped the City would work with the University to <br />develop educational, vocational, and recreational development <br />possibilities for the area. <br /> <br /> Mr. Scott Peyton stated that he felt the Task Force <br />report was balanced and objective and should be used as a <br />starting point for development of West Main Street. Mr. <br />Peyton stated that he felt it as important to address the <br />issues of.safety, traffic and transportation in the area. <br /> <br /> Dr. Richard Crampton, 1106 Rugby Road, stated that he <br />feels that safety was a major issue identified with regard to <br />development of West Main Street and is an important element <br />in the success of the area. <br /> <br /> Ms. Sally Thomas, Director of Government and <br />Communication at the University of Virginia, speaking on <br />behalf of the University, stated that the University Was <br />grateful to the City for its cooperation in the West Main <br />Street report and noted that the University has pledged to <br />require that 10% to 20% of Subcontracts for any projects in <br />the area be awarded to minority owned businesses. <br /> <br /> Mr. Ned Slaughter, a member of the West Main Street Task <br />Force, thanked Ms. Slaughter and Mr. Toscano for their hard <br />work on the Task Force and stated that he hoped development <br />of the Train Station will occur in the near future. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> <br />
