20 <br /> <br /> Ms. Slaughter explained that follow-up meetings will be <br />held with Westhaven residents to talk about continuing issues <br />regarding the development of West Main Street. <br /> <br /> Mr. Toscano thanked staff, rePresentatives of the <br />University, Task Force members, and residents of adjacent <br />neighborhoods for their work. Mr. Toscano stated that he <br />felt the opportunities are great for the area, with <br />projections for jobs and ten to 30 small businesses created, <br />as well as one or two residential colleges. Mr. Toscano <br />noted that development along the corridor would be privately <br />owned and would remain on the tax rolls. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously accepted the West Main Street Task Force <br />report. <br /> <br />PUBLIC HEARING: TAX EXEMPT STATUS FOR MONTICELLO AREA COMMUNITY <br />ACTION AGENCY (MACAA) FOR YMCA PROPERTY ON PARK STREET <br /> <br />The public hearing was opened. <br /> <br /> Ms. Bonnie Smith, 1060 Ramblewood Place, a former member <br />of the MACAA Board, stated that she has been assisting MACAA <br />in the acquisition of the property on Park Street and <br />supported granting them tax exempt status for the property <br />since it is not currently on the tax rolls. <br /> <br /> Mr. Ken Ackerman, Executive Director of MACAA, requested <br />that Council approve tax exempt status for the property for <br />MACAA because MACAA is an important resource to local <br />government. <br /> <br /> Mr. Jim Murray, President of the MACAA Board, endorsed <br />granting the tax exemption to MACAA and stated that he feels <br />MACAA is an effective and efficient operation. <br /> <br /> As there.were no further speakers the public hearing was <br />closed. <br /> <br />RESOLUTION: TAX EXEMPT STATUS FOR MONTICELLO AREA COMMUNITY <br />ACTION AGENCY (MACAA) FOR YMCA PROPERTY ON PARK STREET <br /> <br /> Rev. Edwards made a motion to approve tax exempt status <br />for MACAA for the former YMCA property on Park Street. <br /> <br /> Mr. Toscano questioned whether the High Street property <br />currently occupied by MACAA is tax exempt. <br /> <br /> Ms. Daugherty stated that she felt MACAA provides basic <br />governmental services and she would support the resolution <br />since the property on Park Street is currently tax exempt. <br /> <br /> The resolutiOn granting tax exempt status for MACAA for <br />the YMCA property on Park Street was approved by the <br />following vote. Ayes: Ms. Daugherty, Rev. Edwards, Mr. <br />Vandever. Noes: Ms. Slaughter and Mr. Toscano. <br /> <br />WHEREAS, the Monticello Area Community Action Agency <br />("MACAA") has asked this Council to endorse an amendment to <br />Title 58.1 of the Code of Virginia granting a limited <br />exemption from certain state and local taxes on certain <br />property currently owned by M¢Intire Land Trust, but under <br />contract of sale to MACAA, located at 1027 Park Street in the <br />City of Charlottesville, Virginia, being more particularly <br />described in the body of the resolution set forth below; and <br /> <br /> WHEREAS, MACAA is a nonprofit organization providing <br />services to low income individuals and families in <br />Charlottesville~ and <br /> <br /> WHEREAS, this Council has considered whether the above- <br />described property should be exempt from taxation, at a <br /> <br /> <br />
