Ms. <br />Slaughter stated that.she, would like to see the previous <br />space study plan for the court house and see how the parking <br />proposal would fit into that plan. Ms. Slaughter also stated <br />that she did not feel either proposal represented a finished <br />project and questioned the legal status of the issue. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that Council <br />could give preliminary approval to the recommended firm and <br />direct staff and C!DA to work with the developer to bring <br />back a final package to Council for approval. <br /> <br /> Ms~ Slaughtsr stated that she would,like,information on <br />the sale price of the property and added that she felt the <br />site is in a very sensitive areas and one that is critical to <br />the historic district. <br /> <br /> Mr. Toscano stated that he felt Council needed to keep <br />in mind that CIDA had been charged with evaluating the <br />proposals and he would be interested in knowing what <br />additional information was necessary for other Councilors to <br />make a decision on whether to develop the property. <br /> <br /> Ms. Bonnie Smith stated that she felt some of the issues <br />of concern could be worked out during the option period. <br /> <br /> Rev. Edwards stated that he thought a traffic study <br />needed to be done for all of downtown as well as this <br />specific area, but he thought the process could go forward. <br /> <br /> Mr. Vandever stated that he was inclined to develop the <br />prOperty, assuming that the issues which had been raised <br />could be resolved. <br /> <br /> Ms. Slaughter stated that she also was inclined to <br />develop the property, but not at any cost. Ms. Slaughter <br />stated that she liked the owner/tenant component of the <br />initial proposal and while she understood the constraints, <br />she would still like to see some residential units developed. <br /> <br /> Mr. Toscano stated that while the residential market for <br />condo~miniums~downtown may not exist at the,present time~~ he <br />questioned whether there~witl-be a market in-the future~ <br /> <br /> Ms. Slaughter stated that it would be her preference to <br />get more information on traffic and the courthouse before <br />making a decision. <br /> <br /> Rev. Edwards made a motion to accept CIDA's <br />recommendation and to have an option agreement developed with <br />the R.E. Lee/Great Eastern Management Group for development <br />of the site. Mro Toscano seconded the motion and stated that <br />Council should develop a list of issues to be considered <br />during development of the option agreement. <br /> <br /> Rev. Edwards stated that he has concerns about the <br />aesthetics of the recommended developer's proposal, but felt <br />that could be worked on. <br /> <br /> The motion was approved by the follOwing vote. Ayes: <br />Ms. Daugherty, Rev~ Edwards, Mr. Toscano, Mr. Vandever. <br />Noes: Ms. Slaughter. <br /> <br /> It was agreed that a work session would be held with <br />CIDA and the Planning Commission to discuss issues to be <br />included in the option agreement. <br /> <br />PUBLIC HEARING: FEDERAL TRANSIT ADMINISTRATION GRANT APPLICATIONS <br /> <br /> Ms. Helen Poore, Transit Manager, explained that the <br />City is applying for a grant for replacement of buses which <br />were purchased in 1982.
