41 <br /> <br />the buses would all be lift-equipped. <br /> <br /> Ms. Slaughter asked why the City cannot buy smaller <br />buses and MS. Poore replied that many routes have full buses <br />during peak hours, coordination with the University of <br />Virginia requires larger buses, and there is not a good <br />market for purchasing smaller buses. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Charles Lilly, a resident of Belmont, expressed <br />concern about seeing empty buses and thought the City should <br />buy smaller or rebuilt buses. Mr. Lilly recommended that <br />further study be given to both City and school buses. <br /> <br /> Ms. Sharleen Martenas, 11 Altamont Circle, stated that <br />she was appalled to see empty buses operating. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter questioned whether it was possible to <br />submit the application for the grant and look at other <br />possibilities, such as having a mixed fleet. <br /> <br /> Ms. Poore stated that specifications for the buses will <br />need to be submitted by July 1st. <br /> <br /> Mr. Toscano stated that he felt the City should move to <br />smaller buses. <br /> <br /> Mr. Hendrix stated that he would like to provide Council <br />with more information prior to making a decision about moving <br />to smaller buses because of the implications for the routes <br />and for merging with the University Transit Service. <br /> <br /> Mr. Vandever and Rev. Edwards stated that they supported <br />maintaining the larger buses. <br /> <br /> It was agreed that further information would be provided <br />to Council and the issue would be put back on the agenda for <br />Council's consideration. <br /> <br />Rev. Edwards left the meeting due to illness. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR OLD DOMINION <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended approval of <br />the special permit for the Old Dominion Animal Hospital for <br />the following reasons: 1) It is in harmony with the Land Use <br />Plan of the Comprehensive Plan which calls for Commercial Use <br />of this property; and 2) The proposed use as outlined, would <br />not have a significant adverse impact on the surrounding area <br />given that no outdoor facilities or activities will occur. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the resolution approving the special permit for the Old <br />Dominion Animal Hospital was unanimously approved, with Rev. <br />Edwards absent for the vote. <br /> <br /> WHEREAS, Dr. Charles Wood, owner of the property known <br />as Old Dominion Animal Hospital, has requested an amendment <br />to the special use permit granted by City Council on December <br />21, 1987, and amended March 6, 1989, to use a portion of the <br />building at 811 Preston Avenue for the grooming and boarding <br />of cats and dogs; this property being further identified as <br />Parcels 4.1, 4.2 and 5 on City Real Property Tax Map 31, <br />having collectively 100 feet of frontage on Rose Hill Drive, <br />150 feet of frontage on Preston Avenue, 50 feet of frontage <br />on Dale Avenue and containing approximately 16,690 square <br />feet of land or .38 acres; <br /> <br /> <br />
