WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on March 9, 1993, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special use permit granted <br />on December 21, 1987, and amended March 6,~ 1989, for t~he Old <br />Dominion Animal Hospital is hereby amended to allow use of <br />the building for the grooming and boarding of cats and dogs. <br /> <br /> The approval of this amendment to the special use permit <br />is conditioned upon the following: <br /> <br /> 1. The maximum number of dogs boarded shall be 30 and <br />the maximum number of cats boarded shall be 15. <br /> <br /> 2. Ail grooming, boarding and activities related <br />thereto shall be conducted indoors. <br /> <br />DISCUSSION: BUDGET PROCESS <br /> <br /> Ms. Slaughter stated that she had wanted an opportunity <br />to address issues raised by citizens during the budget <br />process and for Council to further discuss the budget <br />process. Ms. Slaughter noted that an appeals process exists <br />for persons dissatisfied with their property assessments and <br />a tax relief program exists to help qualifying persons and <br />she urged citizens to take advantage of this program. Ms. <br />Slaughter stated that she felt it was a good idea to show all <br />fund balances in the budget and would favor a citizens <br />advisory group to look at the budget. Ms. Slaughter also <br />noted that the City chips .yard waste and does not put it in <br />the landfill and a significant amount of money was put in <br />the budget for housing. <br /> <br /> Mr. Hendrix suggested that Council hold a work session <br />to talk about the process for developing a plan to reduce <br />government/expenditures in the near future. <br /> <br /> Mr. Toscano stated that he felt it was important to get <br />policy choices to the public early. <br /> <br />DISCUSSION: DISABILITY SERVICE BOARDS <br /> <br /> Mr. Hendrix stated that the City is required to either <br />join other jurisdictions in a Disability Service Board, or to <br />have a separate board and all other jurisdictions in the <br />Planning District have joined together to form one regional <br />board and have asked the City to join. <br /> <br /> Mr. John Santoski, a member of the ADA Advisory Board, <br />stated that he felt a regional board would maximize efforts. <br /> <br /> Ms. Daugherty made a motion to approve the resolution to <br />make Charlottesville a part of the regional Disability <br />Service Board, including the escape clause as recommended by <br />Mr. Gouldman. Ms. Slaughter seconded the motion. <br /> <br /> Mr. Vandever stated that he is willing to support the <br />regional board though he does not think the assumptions of <br />the ADA Advisory Board are well founded. Mr. Vandever stated <br />that he did not think City residents will benefit from the <br />regional board and it may be to their detriment to focus <br />more on more rural disabled persons. Countering that, Mr. <br />Vandever expressed a desire to work regionally on the issue. <br />Mr. Vandever stated that his primary concern is that while <br />the intent of the law was to~pass the decision making~to <br />citizens, the consumer representation on the board is diluted <br />and he felt it would be better to have a cooperative board <br />with Albemarle County. <br /> <br /> <br />
