43 <br /> <br /> The resolution to join the regional Disability Service <br />Board was unanimously approved, with Rev. Edwards absent for <br />the vote. <br /> <br /> WHEREAS~ the Virginia General Assembly has set forth a <br />requirement that local governments establish Disability <br />Services Boards, and <br /> <br /> WHEREAS, the Disability Services Board may be a local <br />or regional board, and <br /> <br /> WHEREAS, the City of Charlottesville has determined a <br />regional Disability Services Board will serve the needs of <br />the locality and its citizens, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of <br />Charlottesville agrees to join the signatories of this <br />resolution in establishing a regional Disability Services <br />Board, and <br /> <br /> · BE IT FURTHER RESOLVED, that the City of Charlottesville <br />requests the Thomas Jefferson Planning District Commission to <br />be the sponsor of the regional Disability Services Board and <br />provide staff assistance to such a board, <br /> <br /> BE IT FURTHER RESOLVED that the Disability Services Board <br />is to fulfill the following duties and responsibility as set <br />forth in Virginia Code Section 51.5-48: ~ _ <br /> <br /> Assess the local service needs and advise the <br />appropriate state and local agencies serving persons with <br />physical and sensory disability of their findings: <br /> <br /> DevelOp and make available for public comment a report <br />with a six-year projection of local service needs and <br />priorities for persons with physical and sensory disability <br />in accordance with state guidelines. The first report shall <br />be submitted by June 1, 1993~ <br /> <br /> Obtain input from local public and private service <br />providers and utilize such information in the development of <br />the report) <br /> <br /> Review and update the report biennially; <br /> <br /> Serve as a catalyst for the development of public and <br />private funding sources; <br /> <br /> Develop request to the rehabilitative services incentive <br />fund when local funding for match is identified; <br /> <br /> Administer the incentive funds, if received, through a <br />designated fiscal agent in accordance with an approved <br />expenditure plan as specified within the grant; <br /> <br /> Exchange information with the other DSBs, and local <br />organizations within the community regarding services to <br />persons with physical and sensory disability and best <br />practices in the delivery of services; <br /> <br /> BE IT FURTHER RESOLVED that membership on the Board <br />will be appointed by the local governments up to a number not <br />to exceed fifteen, and <br /> <br /> BE IT FURTHER RESOLVED the membership shall include at <br />least one local official from each of the participating <br />jurisdictions, two representatives of the business community, <br />and consumers. At least thirty percent of the <br />representatives will be either individuals or family members <br />of individuals.with physical, visual, or hearing <br />disabilities, and <br /> <br />BE IT FURTHER RESOLVED the members will indicate a <br /> <br /> <br />
