65 <br /> <br />formulating a cohesive strategy for planning and developing <br />the strategic plan. A large community forum is also planned <br />for the fall. Mr. Moorefield stated that the Task Force has <br />developed a tentative budget of $214,950, with $10,000 <br />available in the City's budget, $5i,000 to be requested from <br />the Charlottesville Industrial Development Authority (CIDA) <br />and the remainder to be solicited from the business <br />community. Mr. Moorefield stated that the end product of the <br />Task Force will be a plan that all facets of the community <br />can understand and one which is flexible, viable, and active, <br />and can serve as a roadmap for the community to use as it <br />tries to strengthen its economic base. <br /> <br /> Ms. Slaughter stated that she felt looking at ways of <br />encouraging small manufacturing firms where appropriate is an <br />important component. <br /> <br /> Mr. Moorefield stated that the Task Force also felt that <br />it was important to look at expanding existing businesses. <br /> <br /> With regard to the regional process, Ms. Slaughter <br />recommended that a citizen member be on the regional task <br />force. <br /> <br /> Mr. Toscano requested that Mr. Moorefield explain the <br />thinking that a consultant is needed and Mr. Moorefield <br />replied that the Task Force felt that someone with experience <br />with small cities would be helpful in keeping the group <br />focused and in providing a broader viewpoint. <br /> <br /> Mr. Toscano stated that he hoped the Task Force would <br />think through the hiring of a facilitator since $17,000 <br />seemed to be a lot of money for such a purpose. Mr. Toscano <br />suggested that the Task Force look at the process other <br />cities in the vicinity have recently gone through. <br /> <br /> Ms. Slaughter stated that she liked the idea of raising <br />funds in the business community for the facilitator and saw <br />the need for such expertise. Ms. Slaughter stressed that the <br />Task Force needed to be clear about what a consultant is <br />needed for. <br /> <br /> Ms. Daugherty stated that she felt the proposed budget <br />is modest given the importance of the task. <br /> <br /> Mr. Toscano asked that Council be provided with a copy <br />of the Request for Proposals for the facilitator. <br /> <br /> Ms. Slaughter noted that a lot of staff time appears to <br />be scheduled in the process and she did not think it was <br />necessary to involve all the staff members at every point.~ <br />Ms. Slaughter also requested that Council be update don the <br />work of the Task Force. <br /> <br />REPORT: CITIZEN SURVEY <br /> <br /> Mr. Tom Guterbach, Director of the Center for Survey <br />Research at the University of Virginia, who had conducted the <br />recent citizen survey, stated that the survey was designed to <br />be broadbased, representative, objective, detailed and <br />specific, and replicable. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, reviewed key <br />points of the survey results which included dissatisfaction <br />with parking, traffic congestion, and drugs, and support for <br />education, reducing drugs and alcigarette tax. Mr. O'Connell <br />stated that 88% of respondents expressed satisfaction with <br />City services. <br /> <br /> Responding to a question from Mr. Vandever, Mr. <br />Guterbach stated that even though the question regarding <br />traffic referred to traffic within the City, many respondents <br />mentioned dissatisfaction with traffic congestion outside the <br /> <br /> <br />
