66 <br /> <br />City limits. <br /> <br /> Ms. Slaughter stated that she felt the survey results <br />should be used during the restructuring proceSs. <br /> <br />REPORT: LARGE ITEM PICKUP <br /> <br /> Mr. Bruce McNabb, Assistant Director of Public Works, <br />presented Council with the staff's proposal for changing the <br />large item pickup to a demand response/year round program <br />which was felt to be more convenient to customers and <br />provided more efficiency, with fewer injuries to employees. <br />The proposal included providing the service to each quadrant <br />of the City on a different week of the month; limiting the <br />pickup to twice a year; excluding normal weekly trash <br />materials, contractor's spoils and cardboard. Mr. McNabb <br />stated that staff requested that commercial large item pickup <br />be deferred until some experience is gained with the new <br />program. <br /> <br /> Ms. Slaughter expressed concern that the City will look <br />messy all the time with large item pickups scheduled every <br />week and with items put out as early as Saturday and not <br />picked up until late in the week. <br /> <br /> Mr. Toscano questioned how material could be determined <br />to be contractor's spoils and stated that he felt the <br />cardboard limitation did not necessarily make sense. <br /> <br /> Mr. Vandever requested that staff look at other <br />alternatives which would limit the time items are on the <br />sidewalk. <br /> <br /> Ms. Slaughter asked whether any thought had been given <br />to having collection points. <br /> <br /> It was agreed that staff would look at the proposal <br />further, taking Councilors' concerns into consideration. <br /> <br />REPORT: PERCENT FOR ART PROGRAM <br /> <br /> Mr. Ron Higgins, Planner in the Department of Community <br />Development, explained that the Urban Design Committee had <br />recommended the following changes in the Percent for Art <br />Program: expansion of the description for eligible art work; <br />listing of criteria for public art which were developed as <br />part of the committee's process during the City Hall Annex <br />Art Selection; a procedural addition to allow f-or the <br />possibility of an artist and architect for a project to be <br />hired at the same time which would allow for better <br />integration of the art and architecture; and additional <br />procedural steps which provide for the development of a city <br />wide plan for location and nature of public art as well as a <br />final decision statement by City Council. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Council unanimously adopted the changes recommended by the <br />Urban Design Committee for the Percent for Art Program. <br /> <br /> Ms. Slaughter stated that the City may decide in the <br />future to have a major work of art which might be funded bY <br />setting aside funds from other projects. <br /> <br />ORDINANCE: DONATION OF PROPERTY ON JOHN STREET TO MIDWAY HOUSING <br /> <br /> Ms. Daugherty requested that the ordinance be amended to <br />require that the proposed hoUsing on John Street be sold to <br />someone who either lives or works in the City. <br /> <br /> Mr. Bob Newman, Director of the Charlottesville Housing <br />Foundation, stated that he would not object to the <br />requirement recommended by Ms. Daugherty. Mr. Newman <br />explained that the request is to donate the property to <br /> <br /> <br />
