67 <br /> <br />Midway Housing who will then contract with Charlottesville <br />Housing Improvement Program(CHIP) to build the houses. Mr. <br />Newman noted that extensive discussion about the proposal has <br />taken place with staff, City School officials, and <br />neighborhood association representatives and has been <br />reviewed and endorsed by the Planning Commission. Mr. Newman <br />noted that a deed clause could give the Charlottesville <br />Housing Foundation first right of refusal if the property is <br />put up for sale. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Higgins <br />stated that the additional City owned lots adjacent to the <br />lots proposed to be donated to Midway Housing could probably <br />be developed in the future if the street was extended. <br /> <br /> Mr. Clyde Gouldman, City Attorney, suggested~that the <br />ordinance be amended to provide that the $8,000 note on the <br />property be payable to the City or the Housing Authority upon <br />sale or rental of the property. <br /> <br /> Mr. Toscano stated that he felt the Charlottesville <br />Housing Foundation sh~ould be given first right of refusal and <br />the $8,000 note should be payable to the City upon resale or <br />rental. <br /> <br /> It was agreed that the matter would be deferred to the <br />next meeting to incorporate the three amendments suggested. <br /> <br /> ~ Ms. Slaughter stated that she would like to get more <br />information on the proposal out to the public so they could <br />better understand the issue. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />OTHER BUSINESS <br /> <br />RESOLUTION: <br /> <br />GRANT <br /> <br />AUTHORIZING APPLICATION FOR AMERICA THE BEAUTIFUL <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />Council unanimously approved the resolution authorizing the <br />application for the America the Beautiful Grant. <br /> <br />RESOLUTION: <br /> <br />ENDORSING PROPOSAL TO EXTEND AMTRAK SERVICE <br /> <br /> Ms. Slaughter made a motion to approve a resolution <br />endorsing the proposal to extend Amtrak Service between New <br />York and Atlanta, via Radford and Roanoke, Virginia and <br />requested that the resolution be sent to Congressman L. F. <br />Payne and Leslie Burke. Mr. Toscano seconded the motion and <br />it was unanimously approved by Council. <br /> <br /> WHEREAS, the National Railroad Passenger Corporation <br />("Amtrak,,) has recently completed an internal study of <br />proposed new rail routes, including a new line from New York <br />to Atlanta; and <br /> <br /> WHEREAS, the proposed new route would connect major <br />northeast cities with Atlanta through the western Virginia <br />cities of Charlottesville, Lynchburg, Roanoke and Radford; <br />and <br /> <br /> WHEREAS, such new line would serve as a logical expansion <br />of Amtrak,s national network and would link major population <br />centers in western Virginia with New York and Atlanta; and <br /> <br /> WHEREAS, because of declining air and bus service to <br />many of these cities, the new Amtrak route would provide <br />badly needed transportation access and act as a catalyst to <br />development of local economies; <br /> <br /> <br />
