68 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Charlottesville that the Council endorses the <br />proposal to extend Amtrak service between New York and <br />Atlanta via Charlottesville and urges the United States <br />Congress to support the expansion of Amtrak service to <br />Charlottesville, Virginia as a part of the proposed New York- <br />Atlanta route. <br /> <br /> Ms. Slaughter stated that while the many capital <br />projects and road projects may be inconvenient, she felt it <br />was good that the projects are being done and that <br />Charlottesville has the resources necessary to make the <br />improvements. <br /> <br />  <br />was adjoined. <br />President <br /> <br />COUNCIL CHAMBER - June 7, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. Charles Alexander, 339 6th St., S.W., coordinator of <br />Neighbors Against Drug Activity (NADA), asked that Council <br />look into their hiring policies with regard to hiring <br />ex-offenders, particularly those accused of drug offenses. <br /> <br /> Mr. Toscano noted that offenders are aided through <br />Offender Aid and Restoration, the Private Industries Council, <br />and Region Ten Community Services Board and recommended that <br />staff contact OAR to see if further efforts could be made to <br />identify potential employers. <br /> <br /> Rev. R. A. Johnson, Pastor of Pilgrim Baptist Church, <br />stated that he was speaking on behalf of some of the <br />African-American people in the community and was concerned <br />that recent events have disturbe~ the peace and tranquillity <br />among the African-American community, including the dismissal <br />of assault charges against the Mississippi students, the <br />incident involving skinheads, recent events in the school <br />system, and the loss of the Assistant City Manager. Rev. <br />Johnson stated that he felt these events have sounded an <br />alarm of impending dangers. Rev. Johnson urged Council to <br />remember who will be affected by budget cuts and to make sure <br />that School Board appointees are community minded and able to <br />represent all races. <br /> <br /> Ms. Alma Mills encouraged Council to appoint at least <br />two Belmont neighborhood residents to serve on the proposed <br />Blue Ribbon Commission. <br /> <br /> Mr. Steve Stern, 1204 Holmes Avenue, Chairman of the <br />Social Development Commission (SDC), stated that he would <br />like Council's input with regard to the SDC's involvement in <br />the budget process. Mr. Stern also recommended that a SDC <br />member be appointed to the Blue Ribbon Commission. <br /> <br />CONSENT AGENDA <br /> <br /> Responding to a question from Ms. Slaughter regarding <br />the Juvenile Justice and Delinquency Prevention grant, Ms. <br />Kate Gaston, Planner for the Charlottesville-Albemarle <br />Children and Youth Commission, stated that research would be <br />conducted to determine why there is an overrepresentation of <br />minority youth in the criminal justice system. Ms. Gaston <br />continued that the CACY Commission hoped to make <br />recommendations regarding multi-cultural training solutions <br />and equal access to all programs following the research. <br /> <br /> <br />
