69 <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the following consent agenda items were unanimously approved, <br />with the minutes of May llth amended by Ms. Daugherty and <br />Rev. Edwards abstaining from approval of the minutes of May <br />17th. <br /> <br />a. Minutes of May 11, 12 and 17 <br /> <br />APPROPRIATION: $54,646 - Revision of CSO Contract <br />for Housing Authority <br /> <br /> WHEREAS, this Council approved on August 19, 1991, the <br />hiring of two (2) Community Service Officers to provide <br />security services at the Westhaven housing site using $40,000 <br />in grant funds received by the Charlottesville Redevelopment <br />and Housing Authority (CRHA) from the federal government for <br />such purposes; and <br /> <br /> WHEREAS, the budget for the two CSO positions has <br />increased from $40,000 to ~54,646, according to the Director <br />of Finance for the CRHA; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that this Council approves <br />continued funding of two (2) CSO positions 'to provide <br />security at the Westhaven public housing site, conditioned <br />upon sufficient grant funds being available to support such <br />positions. <br /> <br />c. APPROPRIATION: $38,208 - Victim/Witness Program <br /> Grant (carried over) <br /> <br />d. APPROPRIATION: $34,546 - Juvenile Justice and <br /> Delinquency Prevention Grant (carried over) <br /> <br />e. RESOLUTION: Adopting Emergency Plan <br /> <br /> WHEREAS, the City of Charlottesville is concerned with <br />the health, safety and well-being of its citizens and desires <br />that the best possible emergency service be available to <br />them; and <br /> <br /> WHEREAS~ the Commonwealth of Virginia Emergency Services <br />and Disaster Law of 1973 requires that each city and county <br />develop and maintain an Emergency Operations Plan which <br />addresses its planned response to emergency situations; and <br /> <br />WHEREAS, such a plan has been developed; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Charlottesville, Virginia, does hereby officially <br />adopt the City of Charlottesville, County of Albemarle and <br />University of Virginia Integrated Emergency Operations Plan, <br />to include plans and procedures for both peace time and war- <br />caused disasters. <br /> <br />f. RESOLUTION: <br /> Plan <br /> <br />Inclusion of Mineral in Solid Waste <br /> <br /> WHEREAS, the member jurisdictions in the Thomas <br />Jefferson Planning District - the counties of Albemarle, <br />Fluvanna, Greene, Louisa and Nelson and the City of <br />Charlottesville - along with the towns of Columbia, <br />Scottsville and Stanardsville have prepared the Thomas <br />Jefferson Planning District Solid Waste Management Plan, <br />dated July 1, 1991; and <br /> <br /> WHEREAS, the Virginia Department of Waste Management has <br />approved the Solid Waste Management Plan for the Thomas <br />Jefferson Planning District; and <br /> <br /> WHEREAS, the Town of Mineral has requested to be <br />included in the 1991 Solid Waste Management Plan; and <br /> <br /> <br />
