7O <br /> <br /> WHEREAS, the Virginia Department of Waste Management has <br />requested that each jurisdiction participating in the 1991 <br />Solid Waste Management Plan agree to add the Town of Mineral <br />to this Plan; and <br /> <br /> WHEREAS, the addition of the Town of Mineral to the Plan <br />will not require changes to this Plan; <br /> <br /> THEREFORE BE IT RESOLVED that, the City of <br />Charlottesville does approve the addition of the Town of <br />Mineral to the Thomas Jefferson Planning District Solid Waste <br />Management Plan of July 1, 1991. <br /> <br />ge <br /> <br />ORDINANCE: "AN ORDINANCE TO QUITCLAIM A PORTION OF <br />THE PRESTON AVENUE RIGHT OF WAY TO THE TRINITY <br />EPISCOPAL CHURCH" <br /> <br />PUBLIC HEARING: SCHOOL BOARD APPOINTMENTS <br /> <br /> Mr. Vandever announced the names of the following <br />persons who have submitted an application for the vacancies <br />on the School Board: Olivia Miller Boykin, Steven M. <br />Friedman, Sheila Cowles Haughey, William James Hoff, Frances <br />N. Johnson, Richard H. Matthews, Bruce Collier Phillips, <br />Cheryl Ribando, Linda S. Seaman, Arthur Tinsley, Herbert <br />Tucker, Tamyra K. Turner, and Muriel D. Wiggins. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Alma Mills provided Council with a list of questions <br />she felt should be asked prospective School Board members. <br /> <br /> Ms. Linda Noakes, 622 Wilder Drive, supported <br />appointment of Ms. Cheryl Ribando to the School Board. <br /> <br /> Ms. Susan Mills, a parent of a student at Burnley-Moran <br />School, supported the reappoin~ment of Ms. Linda Seaman. <br /> <br /> Mr. Ronald Wiley, Jr., a resident of Frys Spring <br />neighborhood, urged Council to reappoint Ms. Linda Seaman and <br />stated that he felt the responsibility of directing the <br />schools lies with the School Board, not City Council. <br /> <br /> Ms. Priscilla Whiting, 402 10 1/2 Street, supported the <br />appointment of Ms. Muriel Wiggins to the School Board. Ms. <br />Whiting stated that she felt Councilors, with the exception <br />of Ms. Daugherty, were delinquent in not attending the recent <br />hearings regarding Ms. Rheva Williams. Ms. Whiting stated <br />that she felt the co~unity owed Ms. Williams an apology and <br />she did not feel the School Board's decision about her was <br />fair. <br /> <br /> Dr. Joseph Mooney, 201 Sunset Avenue, expressed concern <br />about the public perception that City council will make the <br />decision regarding School Board appointments based on the <br />applicant's willingness to make budget cuts in the schools. <br />Dr. Mooney expressed concern about the level of stress in the <br />schools at the present time and stated that he felt a clear <br />voice was needed from Council supporting quality education. <br />Dr. Mooney stated that he felt Ms. Frances Johnson and Ms. <br />Linda Seaman had been dedicated members of the School Board <br />and deserved to be reappointed. <br /> <br /> Mr. JOhn Pezzoli, 518 North 1st Street, stated that <br />while he did not think reappointment to the School Board <br />should be automatic, he thought there were no members more <br />deserving of reappointment than Ms. Frances Johnson and Ms. <br />Linda Seaman. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> <br />
