Noes: <br />Ms. Slaughter. <br /> <br />REPORT: BLUE RIBBON COMMISSION - RESTRUCTURING <br /> <br /> Mr. Vandever explained that the purpose of the proposed <br />Citizens Advisory commission was to act as an advisory body <br />to City Council, making recommendations concerning the <br />efficient provision of programs and services by the <br />Charlottesville City Government~ to study the current <br />provision of services, evaluate community priorities <br />regarding governmental services, and examine alternative <br />mechanisms for providing the most effective and efficient <br />services and programs. <br /> <br /> Ms. Slaughter noted that it was envisioned that the <br />Commission would be made up of business and management <br />representatives and that the smaller focus groups would be an <br />opportunity for other public input. <br /> <br /> It was noted that the timetable would need to be <br />revised, with the interim report due December 1 and that the <br />Commission should consist of approximately 12 members. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the charge and timetable for the Citizens Advisory Commission <br />was unanimously approved by Council. <br /> <br />STAFF REPORT: CITIZEN FOCUS GROUPS <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, presented the <br />proposal for the citizen focus groups as follows: small <br />neighborhood "living room meetings" of approximately 10 to 15 <br />citizens, held around the community. A two-hour session <br />would be developed to consist of 1) education on the City's <br />financial future and need to change; and 2) discussion of <br />city government services and programs, setting some service <br />priorities through a group "forced choice" process. In <br />addition to the group meetings, Mr. O'Connell suggested that <br />a follow-up citizens survey be conducted to reach another 500 <br />residents soliciting their opinions about city services. <br />Mr. O'Connell recommended that volunteer/community based <br />facilitators be used for the groups. <br /> <br /> Ms. Slaughter questioned whether it was realistic to be <br />able to accomplish the goals in a two-hour period. Ms. <br />Slaughter recommended that all neighborhood associatiOns be <br />contacted and asked if they can assemble people for the <br />groups. Ms. Slaughter recommended that a subcommittee be <br />formed to work on the details of the focus groups. <br /> <br />On motion by Ms. Daugherty, seconded by Rev. Edwards, <br /> <br /> <br />
