79 <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section 2.1-344(a) <br />(1) of the Virginia Freedom of Information Act, more <br />specifically described as appointments to the School Board. <br /> <br /> Council reconvened in open session in the Council Chamber <br />and, on motion by Ms. Slaughter, seconded by Rev. Edwards, <br />unanimously certified that, to the best of each member's <br />knowledge (i) only public business matters lawfully exempted <br />from open meeting requirements by Virginia law were discussed <br />in the executive meeting to which this certification <br />resolUtion applies, and (ii)only such public business matters <br />as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: SCHOOL BOARD <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Ms. <br />Frances Johnson and Ms. Linda Seaman were unanimously <br />reappointed and Ms. Tamyra Turner was unanimously appointed to <br />three-year terms on the Charlottesville School Board. These <br />terms will expire on June 30, 1996. <br /> <br />APPROPRIATIONS: $38,208 - VICTIM/WITNESS PROGRAM GRANT (2nd reading) <br /> $34,546 - JUVENILE JUSTICE AND DELINQUENCY <br /> PREVENTION GRANT (2nd reading) <br /> $60,000 - ADVANCE TO MACAA FOR SUMMER EMPLOYMENT <br /> PROGRAM (2nd reading) <br /> <br /> The following appropriations, which were offered at the <br />June 7th meeting, were approved by the following vote. Ayes: <br />Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sums of $18,294.00, to be <br />received as a grant from the Virginia Department of Criminal <br />Justice Services, $4,572, to be received as a grant from the <br />Commonwealth of Virginia general fund, and the sum of $15,342, <br />which shall be transferred from General Fund account <br />05-230-032040, for a total of $38,208.00, is hereby <br />appropriated to expenditure account 11-230-032042 in the <br />Grants Fund for the purpose of funding the Victim-Witness <br />Assistance Program in the Office of the Commonwealth's <br />Attorney during the fiscal year 1992-1993. This appropriation <br />is conditioned upon receipt of $22,866 in state funding. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sums of $34,546.00, to be <br />received as a grant from the Virginia Department of Criminal <br />Justice Services, is hereby appropriated to expenditure <br />account 11-161-062046 in the Grants Fund for the purpose of <br />funding research by the Charlottesville-Albemarle Commission on <br />Youth (CACY) during fiscal year 1993-1994 on minority youth <br />overrepresentation in the criminal justice system. This <br />appropriation is cOnditioned upon receipt of $34,546.00 in <br />state funding. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $60,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as a loan to the Monticello Area Community Action Agency <br />(MACAA), as start-up funds for the Summer Youth Works <br />program. This loan is conditioned upon ~LACAA's promise to <br />repay the advance in its entirety on or before November 1, <br />1993, whether such repayment is effected from funds received <br />from the MACAA contract with the Piedmont~Job Training <br />Administration or from some other source. Before the actual <br />advance is made by the City, MACAA shall properly execute an <br />appropriate note evidencing its indebtedness to the City in a <br />form approved by the City Attorney and substantially like the <br />attached sample. <br /> <br /> <br />
