APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT- FY 93/94 Responding to questions from Ms. Slaughter, Mr. Huja stated that 10% of the CDBG budget is used for administrative costs and consistent staff supervision of CDBG projects is provided by Ms. Neli Coleman, Planner in Community Development, and Engineers in the Public Works Department. On motion by Mr. Toscano, seconded by Ms. Daugherty, the Community Development Block Grant appropriation for FY 93/94 was offered and carried over to the next meeting for consideration. APPROPRIATION: REPROGRAMMING CDBG FUNDS On motion by Mr. Toscano, seconded by Ms. Slaughter, the appropriation reprogramming CDBG funds was offered and carried over to the next meeting for consideration. RESOLUTION: AMENDING SPECIAL PERMIT FOR COVENANT SCHOOL AT 1000 BIRDWOOD ROAD Mr. Huja stated that the Planning Commission recommended that the resolution for increased enrollment at Covenant School be approved. On motion by Ms. Slaughter, seconded by Mr. Toscano, the resolution amending the special permit for Covenant School was unanimously approved. WHEREAS, the Covenant School, owner of property located at 1000 Birdwood Road, has requested an amendment to the special use permit granted by City Council on August 14, 1987, originally granted on May 20, 1985 and amended November 3, 1986 and May 4, 1987 (copies attached), which will allow enrollment of up to 450 students; this property being further identified as Parcel 7 on City Real Property Tax Map 45, having approximately 500 feet of frontage on Route 250, and being approximately 7.2 acres; WHEREAS, following a joint public hearing before this Council and the Planning Commission, duly advertised and held on June 8~ 1993, this Council finds that such use will conform to the criteria applicable to special permits generally under Chapter 34 of the City Code; now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the special use permit originally granted on May 20~ 1985, and amended November 3, 1986, May 4~ 1987 and August 14, 1987, to the Covenant School is hereby amended to allow enrollment of up to 450 students. The approval of this amendment to the special use permit is conditioned upon the following: 1. Enrollment is limited to Kindergarten to Ninth Grade; No outdoor interscholastic athletic activities shall be permitted on site) No daycare or afterschool care program shall be conducted on site without further amendment of this special permit; No regular evening programs shall be conducted at the school other than occasional parent-teacher meetings, social events or indoor athletic events, or similar incidental uses.
