youth programs but Mr. Huja replied that there are no <br />contingency funds available for social use this year, though <br />some might be available at the end of FY 93/94. <br /> <br />APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT- FY 93/94 <br /> <br /> Responding to questions from Ms. Slaughter, Mr. Huja <br />stated that 10% of the CDBG budget is used for administrative <br />costs and consistent staff supervision of CDBG projects is <br />provided by Ms. Neli Coleman, Planner in Community <br />Development, and Engineers in the Public Works Department. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />Community Development Block Grant appropriation for FY 93/94 <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: REPROGRAMMING CDBG FUNDS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />appropriation reprogramming CDBG funds was offered and carried <br />over to the next meeting for consideration. <br /> <br />RESOLUTION: AMENDING SPECIAL PERMIT FOR COVENANT SCHOOL AT <br />1000 BIRDWOOD ROAD <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />that the resolution for increased enrollment at Covenant <br />School be approved. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />resolution amending the special permit for Covenant School was <br />unanimously approved. <br /> <br /> WHEREAS, the Covenant School, owner of property located <br />at 1000 Birdwood Road, has requested an amendment to the <br />special use permit granted by City Council on August 14, 1987, <br />originally granted on May 20, 1985 and amended November 3, <br />1986 and May 4, 1987 (copies attached), which will allow <br />enrollment of up to 450 students; this property being further <br />identified as Parcel 7 on City Real Property Tax Map 45, <br />having approximately 500 feet of frontage on Route 250, and <br />being approximately 7.2 acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on June 8~ 1993, this Council finds that such use will conform <br />to the criteria applicable to special permits generally under <br />Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the special use permit <br />originally granted on May 20~ 1985, and amended November 3, <br />1986, May 4~ 1987 and August 14, 1987, to the Covenant School <br />is hereby amended to allow enrollment of up to 450 students. <br /> <br /> The approval of this amendment to the special use permit <br />is conditioned upon the following: <br /> <br />1. Enrollment is limited to Kindergarten to Ninth Grade; <br /> <br />No outdoor interscholastic athletic activities shall <br />be permitted on site) <br /> <br />No daycare or afterschool care program shall be <br />conducted on site without further amendment of this <br />special permit; <br /> <br />No regular evening programs shall be conducted at the <br />school other than occasional parent-teacher meetings, <br />social events or indoor athletic events, or similar <br />incidental uses. <br /> <br /> <br />
