88 <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE AND REORDAINING SECTIONS <br />19-95.1 AND 19-96 OF THE CHARLOTTESVILLE CITY CODE, AS <br />AMENDED, RELATING TO EARLY RETIREMENT" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that she was pleased to have <br />received the memorandum regarding the creation of zones to aid <br />in the monitoring of drug offenders. <br /> <br /> Ms. Slaughter recommended that Council hold a work <br />session on downtown in August, to include recommendations from <br />the City's Parking and City Market Committees. <br /> <br /> Mr. Toscano recommended that work on the 3rd Street <br />design be delayed until the downtown work session is held. <br /> <br />RESOLUTION: AUTHORIZING GRANT APPLICATION FOR GREENBELT PARK <br /> <br /> Mr. Hendrix requested that Council authorize the <br />submission of a grant application for a river loop at <br />Greenbelt Park. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />resolution authorizing a grant application for Greenbelt Park <br />was unanimously approved by Council. <br /> <br /> BE IT RESOLVED that the City Council of Charlottesville <br />is in support of the City's application to the Commonwealth of <br />Virginia through the Virginia Recreational Trails Fund Program <br />for a grant of $20,000 to complete the Rivanna Greenbelt Trail <br />to Riverview Park by construction of a loop that will allow <br />the completion of the trail along the river's edge. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Council voted to meet in executive session to discuss <br />personnel matters (including appointments to boards and <br />commissions) as exempted by Section 2.1-344(a)(1) of the <br />Virginia Freedom of Information Act. <br /> <br />On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Council certified that, to the best of each member's knowledge <br />(i) only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council, with Rev. <br />Edwards absent. <br /> <br />APPOINTMENTS: BOARDS AND CO~MISSIONS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />Mr. Neal Gropen was appointed to serve as Chairperson of the <br />Rivanna Solid Waste Advisory Committee. This term will expire <br />on May 3, 1996. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Mr. John Santoski was appointed to serve on the Regional <br />Disability Services Board. <br /> <br />~re~~T meeting was adj ournedCl~~',~' ......... <br /> <br /> <br />
