88 On motion by Ms. Daugherty, seconded by Ms. Slaughter, the ordinance entitled "AN ORDINANCE AND REORDAINING SECTIONS 19-95.1 AND 19-96 OF THE CHARLOTTESVILLE CITY CODE, AS AMENDED, RELATING TO EARLY RETIREMENT" was offered and carried over to the next meeting for consideration. PUBLIC There were no matters by the public. OTHER BUSINESS Ms. Slaughter stated that she was pleased to have received the memorandum regarding the creation of zones to aid in the monitoring of drug offenders. Ms. Slaughter recommended that Council hold a work session on downtown in August, to include recommendations from the City's Parking and City Market Committees. Mr. Toscano recommended that work on the 3rd Street design be delayed until the downtown work session is held. RESOLUTION: AUTHORIZING GRANT APPLICATION FOR GREENBELT PARK Mr. Hendrix requested that Council authorize the submission of a grant application for a river loop at Greenbelt Park. On motion by Ms. Slaughter, seconded by Mr. Toscano, the resolution authorizing a grant application for Greenbelt Park was unanimously approved by Council. BE IT RESOLVED that the City Council of Charlottesville is in support of the City's application to the Commonwealth of Virginia through the Virginia Recreational Trails Fund Program for a grant of $20,000 to complete the Rivanna Greenbelt Trail to Riverview Park by construction of a loop that will allow the completion of the trail along the river's edge. On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council voted to meet in executive session to discuss personnel matters (including appointments to boards and commissions) as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council certified that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council, with Rev. Edwards absent. APPOINTMENTS: BOARDS AND CO~MISSIONS On motion by Ms. Daugherty, seconded by Ms. Slaughter, Mr. Neal Gropen was appointed to serve as Chairperson of the Rivanna Solid Waste Advisory Committee. This term will expire on May 3, 1996.
