Absent such an amendment by Council, <br />these two requirements shall be deemed reimposed and become an <br />integral part of this permit. ~ <br /> <br />RESOLUTION: REQUESTING VDOT TO ESTABLISH ENHANCEMENT PROJECT FOR <br />IMPROVEMENT OF UNION TRAIN STATION ON WEST MAIN STREET <br /> <br /> Mr. Huja introduced the proposed developers of the Union <br />Station project, Mr. Sam Freilich~ Kurt Wassenaar, and Gabe <br />Silverman, and explained that the grant request to the <br />Virginia Department of Transportation must be made by the City <br />on behalf of the developers in order to qualify for a $1 <br />million grant for the project. Mr. Huja explained that the <br />proposed project will include renovation of the train station, <br />parking, and commercial and residential development along West <br />Main Street and noted that the developers have agreed to <br />involve the surrounding neighborhood in the process and to <br />hire minority subcontractors. <br /> <br /> Mr. Freilich reviewed the plans for the project and <br />stated that it was hoped that the project would be completed <br />in two years. <br /> <br /> Mr. Toscano noted that no City funding was proposed to be <br />used for the project, with the exception of staff help on the <br />grant application. <br /> <br /> Ms. Daugherty questioned the phrase in the resolution <br />which requires the City to provide funding for 20% of the <br />project and Mr. Huja stated that the phrase was a State <br />requirement but he had received letters committing funds for <br />this amount from the developers. <br /> <br /> On motion by Mso Slaughter, seconded by Ms. Daugherty, <br />the resolution requesting the Department of Transportation to <br />establish an enhancement project for the Union Station on West <br />Main Street was unanimously approved by Council. <br /> <br /> WHEREAS~ in accordance with Commonwealth Transportation <br />Board construction allocation procedures, it is necessary that <br />a request by resolution be received from the local government <br />or state agency in order that the Virginia Department of <br />Transportation program an enhancement project in the City of <br />Charlottesville, Virginia~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Charlottesville, Virginia, requests the <br />Commonwealth Transportation Board to establish a project for <br />the improvement of the Union Train Station on West Main Street <br />in the City of Charlottesville. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Charlottesville <br />hereby agrees to pay twenty percent (20%) of the total cost <br />for planning and design, right of way, and construction of <br />this project~ and that, if the City subsequently elects to <br />cancel this project, the City hereby agrees to reimburse the <br />Virginia Department of Transportation for the total amount of <br />the costs expended by the Department through the date the <br />Department is notified of such cancellation. <br /> <br />ORDINANCE: EARLY RETIREMENT <br /> <br /> Mr. Hendrix explained that as part of the City <br /> reorganizational efforts staff was recommending an early <br /> retirement in order to reduce staff without layoffs. Mr. <br /> Hendrix stated that the early retirement was the same as the <br /> one offered previously, but without the penalty clause <br /> applied. Mr. Hendr~ix projected a savings to the General Fund <br /> of between $600,000 and ~800,000. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Vandever <br />stated that the Retirement Commission had recommended approval <br />of the early retirement. <br /> <br /> <br />
