ORDINANCE: Early Retirement (2nd reading) <br /> <br />ORDINANCE: Revised Street Cut Bond Process <br /> (carried over) <br /> <br />PRESENTATION: POLICE EXPLORERS <br /> <br /> Mr. Bob Romanac from the Charlottesville Police <br />Department and an advisor the Police Explorers, recognized <br />the Police Explorers and stated that they have provided over <br />4,000 hours of community service during the past year. <br /> <br /> Mr. A1 Payne, an advisor for the Explorers, explained <br />that the post was started in 1976. Mr. Payne stated that the <br />Explorers are active in the Bicycle Safety Plan and he <br />recognized Mr. Jim Herndon from the Department of Community <br />Development for his work coordinating the Bicycle Safety <br />Program. <br /> <br />PUBLIC HEARING: UNION TRAIN STATION RENOVATION ON WEST MAIN ST. <br /> <br /> Ms. Slaughter noted that the public hearing on the <br />proposed renovation of the Union Station was required as part <br />of the grant application for funds from the Virginia <br />Department of Transportation. <br /> <br /> Mr. Sam Freilich, one of the general partners for the <br />renovation project, explained that the project is proposed to <br />include a parking structure, landscaping and bikeways, and <br />construction is expected to begin in the spring of 1994. Mr. <br />Freilich stated that the partners will be sensitive to the <br />surrounding neighborhood and will meet with residents in the <br />near future. <br /> <br /> Mr. Kurt Wassenaar, another general partner for the <br />project, stated that the train station will be a functioning <br />train station with a restaurant, newstand and flower shop and <br />retail and residential space as well as a clock tower are <br />proposed for street level on Main Street. Mr. Wassenaar <br />added that the project will follow the West Main Street Task <br />Force guidelines. <br /> <br />The public hearing was opened. <br /> <br /> Ms Bonnie Smith, Chair of the Charlottesville <br />Industrial Development Authority, and a member of the West <br />Main Street Task Force, applauded the developers for their <br />proposal and stated that she felt the project will set the <br />pace of development on West Main. <br /> <br /> Mr. Tristan Pucket, 1024 Grove Street, speaking on <br />behalf of the Fifeville Neighborhood Association, spoke in <br />favor of the project especially because it does not propose <br />to use City tax dollars° <br /> <br /> Mr. Blake Hurt, a member of the West Main Street Task <br />Force and a property owner on West Main Street, supported the <br />renovation project because he felt it would increase activity <br />along West Main and make it a safer and!more attractive area, <br />will provide needed improvements to the train station, and <br />will be an aesthetic improvement by including development on <br />street level. <br /> <br /> Col. Jim Eddins, President of Preservation Piedmont, <br />expressed strong support of the project. <br /> <br />95 <br /> <br /> <br />
