96 <br /> <br /> A resident of 728 Nalle Street stated that she felt the <br />project would be very beneficial for the Fifeville <br />neighborhood. <br /> <br /> Mr. Lester Frye, a resident of the Fifeville <br />neighborhood, expressed concern about the impact of the <br />project on moderate income people in the adjacent <br />neighborhoods who might be displayed as a result of the <br />development. <br /> <br /> Mr. Harry Porter, who represented the University of <br />Virginia on the West Main Street Task Force, stated that the <br />proposed development fits in with the University's vision of <br />the future of West Main Street. <br /> <br /> Ms. Patricia Edwards, 503 Brown Street and a member of <br />the West Main Street Task Force, expressed support for the <br />train station renovation. <br /> <br /> Mr. Bryon Brown, a member of the Chamber of Commerce <br />Transportation Committee, stated that the Chamber is <br />supportive of the project and hopes to assist the developers. <br /> <br /> Mr. Ned Slaughter, a member of the West Main Street Task <br />Force, stated that he felt the key to upgrading West Main <br />Street is the renovation of the train station and he strongly <br />supported the project. <br /> <br /> Mr. Wyatt Ruther, a member of the University of Virginia <br />Student Council Legislative Committee, stated that the <br />Committee is planning to follow the development of West Main <br />Street closely. <br /> <br /> Mr. Bill Harris, 485 14th Street, expressed concern <br />about the project. Mr. Harris stated that as a <br />public/private project more should be required of the <br />developers~ he was concerned about the possibility of <br />gentrification of the adjacent neighborhoods and felt <br />programs should be in place prior to the project beginning in <br />order to prevent this~ he felt the developers should have <br />already met with the neighbors; and felt an environmental <br />impact assessment on the surrounding neighborhoods should be <br />required. <br /> <br /> Ms. Slaughter noted that protection of the neighborhood <br />will be discussed as part of the Historic Preservation Plan. <br /> <br /> Mr. O'Connell added that the Planning Commission will <br />also be discussing possible controls on the development as it <br />relates to the neighborhood. <br /> <br /> Mr. Toscano stated that he felt the proposed renovation <br />is an important element in the future of West Main Street and <br />felt the entire process has the potential to be of great <br />benefit to the community and to create new jobs. Mr. Toscano <br />agreed that protection of the neighborhood needed to occur. <br /> <br /> Responding to a question from Rev. Edwards, Mr. <br />Wassenaar stated that the developers would be open to <br />participation by other investors if the grant is not <br />received. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the Council unanimously endorsed the proposed renovation of <br />the Union Train Station on West Main Street in relation to <br />the grant application to the Virginia Department of <br />Transportation. <br /> <br />PRESENTATION: HISTORIC PRESERVATION PLAN <br /> <br /> Mr. Kurt Wassenaar, Chair of the Board of Architectural <br />Review, stated that he felt the Historic Preservation Plan is <br /> <br /> <br />
