97 <br /> <br />an important first step in protecting historic properties. <br />Mr. Wassenaar reviewed the goals of the Plan and noted that <br />the City has received $11,000 in State funding to further the <br />plan and urged the Council to provide a small level of staff <br />support to maintain the effort. <br /> <br /> Ms. Slaughter stated that she would like to look at the <br />issue of the conservation districts in the next month and <br />discuss the matter at Council's retreat if additional State <br />legislation is needed to create such districts. <br /> <br /> Mr. Gouldman stated that he will provide Council with <br />information on any enabling legislation needed. <br /> <br /> Ms. Slaughter made a motion to move ahead with the <br />Historic Preservation Plan with emphasis on the Ridge and <br />West Main Street historic areas as priorities. Ms. Daugherty <br />seconded the motion and it was unanimously approved by <br />CounCil. <br /> <br /> Mr. Vandever thanked members of the Board of <br />Architectural Review and staff for their work on the Historic <br />Preservation Plan. <br /> <br />STAFF REPORT: SALE OF TRASH STICKERS <br /> <br /> Ms. Rita Scott, Director of Finance, presented, as <br />requested by Council, an alternative proposal for <br />distribution of trash stickers which would provide a 5% <br />discount to merchants who pick up their stickers and pay for <br />them in advance. Ms. Scott stated that if all merchants took <br />advantage of the proposal, the revenue from the sticker sales <br />would be reduced by $23,000. <br /> <br /> Mr. Mitchell Neuman, Manager of Lucky Seven Stores, <br />stated that he felt requiring merchants to piCk up the <br />Stickers and pay for them in advance would be a burden to <br />merchants and he would seriously consider discontinuing the <br />sale of the stickers if the discount is not approved using <br />the present system. <br /> <br /> Mr. Toscano noted that the revenue lost by giving the 5% <br />discount might have to be made up by increasing the price of <br />the stickers. <br /> <br /> MSo Daugherty made a motion to retain the present system <br />of sticker distribution and provide a 5% discount to <br />merchants. Rev. Edwards seconded the motion. <br /> <br /> Mr. Toscano stated that he would like to think about the <br />implications of offering the discount and defer the vote to <br />the next meeting. <br /> <br /> Ms. Daugherty agreed to withdrawn her motion and defer <br />the matter to the next meeting. <br /> <br />APPOINTMENTS: BOARDS AND COMMISIONS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the charge for the Citizens Advisory Commission on Efficient <br />Government was unanimously approved. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the following appointments to the Citizens Advisory <br />Commission on Efficient Government were unanimously approved: <br />Hovey Dabney, Chair, Deborah DiCroce~ Guy Agnor, Cliff <br />Bennett~ Susan Cabell, Harold Morris, Leonard Sandridge, <br />Kevin Smith, Raymond Bell, Betsy Woodard, Chuck Lewis, and <br />Don Fulton. <br /> <br /> Mr. Vandever noted that additional appointments to the <br />Advisory Commission would be made in the near future. <br /> <br /> <br />
