98 <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />Ms. Melissa Perkins was unanimously appointed to the Regional <br />Disability Services Board. <br /> <br />PUBLIC <br /> <br /> Mr. John Craifax, owner of Littlejohn's Restaurant, <br />questioned why the sidewalk cafe permits were deferred and <br />Mr. Vandever replied that Council wanted to discuss the <br />matter further as it relates to recent crowds and violence on <br />the Corner. <br /> <br /> MS. Daugherty noted that use of public sidewalks by <br />businesses should be considered a benefit. <br /> <br /> Mr. James Kern, 125 Chancellor, speaking on behalf of <br />his grandmother, Mrs. Mayo, requested the City's assistance <br />in having fraternities adjacent to his residence comply with <br />the noise ordinance, or change the ordinance if it is not <br />adequate to deal with the situation. <br /> <br /> Mr. Toscano suggested that a noise meter be brought to <br />a future Council meeting. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Slaughter, seconded~by Rev. Edwards, <br />Council unanimously voted to meet in executive session as <br />authoriZed by Section 2.1-344(a)(1), (3) and (7) of the <br />Virginia Freedom of Information Act for the purpose of <br />appointing members to various City boards or agencies; for <br />the purpose of considering the acquisition or use of real <br />property for public purpose, or the disposition of publicly <br />held property, more specifically described as the East High <br />Street parking lot~ and for the purpose of consultation with <br />legal counsel concerning three separate matters pertaining to <br />actual or probable litigation or requiring legal advice. <br /> <br /> After going into executive session, Council reconvened <br />in open session and, on motion by Ms. Slaughter, seconded by <br />Rev. Ed. wards, unanimously amended the executive session to <br />include discussion of a personnel matter as authorized by <br />Section 2ol-344(a)(1) of the Virginia Freedom of Information <br />Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Ms. Slaughter, unanimously <br />certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> <br />~ing was adjourned. <br />.President <br /> <br /> <br />
