99 COUNCIL CHAMBER - August 2, 1993 Council met in regular sesBion on this date with the following members present: Ms. Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Absent: Rev. Edwards. PUBLIC Mr. James~Corbin, 510 South First Street, expressed concern about wheelchair access between South First Street and First Baptist Church on Park Street stated that and the weeds and bushes on 2nd Street on the south side of the railroad tracks obscure the view. Mr. Henry Silva presented a statement in support of a civil rights march on Washington, D. C. and asked for Council's statement of support for local attendance at the march and at the South Christian Leadership Conference in Rockville, Maryland prior to the march. Mr. Vandever suggested that Council consider a resolution of support of the march at the next meeting. Mr. Charles Lilly spoke out against waste in City government and stated that elected officials need to keep a closer scrutiny of expenditures. CONSENT AGENDA On motion by Ms. Daugherty, Seconded by Ms. Slaughter, the following consent agenda items were unanimously approved, with Rev. Edwards absent. a. MinUtes of June 28 and 29 and July 6 and 14 be APPROPRIATION: $960,335 - Comprehensive Services Act (2nd reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $960,335.00, to be received from the Commonwealth of Virginia (Comprehensive Services for Youth and Families), the Charlottesville Public Schools, and the Charlottesville Department of Social Services, is hereby appropriated to expenditure account 15-161065000, to be expended by the Community Policy and Management Team appointed by City Council and the Albemarle County Board of Supervisors, in order to provide services for at-risk youth and families as established by the Comprehensive Services Act, effective July 1, 1993. This appropriation is conditioned upon receipt of $668,786 from the Commonwealth of Virginia, $69,177 from the Charlottesville Public Schools, and $191,356 to be transferred from Social Services accounts 12-161-062266, and $31,016 to be transferred from Social Service account 12-161-062273 APPROPRIATION: $39,251.71 - Entitlement for Fire Programs (2nd reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum of $39,251.71, received from the Commonwealth of Virginia for local operation of fire protection programs, is hereby appropriated to expenditure account 11-260-042020 in the Grants Fund for the purchase of firefighting equipment and related training expenses. de ORDINANCE: Revised Street Cut Bond Process (2nd reading) ee ORDINANCE: Granting easement to Virginia Power for relocation of power line at Walker School (2nd reading)
