100 <br /> <br />fe <br /> <br />APPOINTMENTS: <br /> <br />ORDINANCE: Quitclaim of gas lines in Mill Creek <br /> (carried over) <br /> <br /> BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />Ms. Cindy Stratton was reappointed and Ms. Kaye Monroe and <br />Mr. Herman Taylor were appointed to three-year terms and Ms. <br />Jennie Austin was appointed to a one-year term as the youth <br />representative on the Charlottesville-Albemarle Children and <br />Youth Commission. Ms. Austin's terms will expire on June 30, <br />1994 and the remainder will expire on June 30, 1996. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, Mr. <br />Michael Masters and.Mr. David Dicken were appointed to four- <br />year terms on the Highway Safety Commission. These terms <br />will expire on June 30, 1997. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Mr. <br />Richard Pettus was appointed to serve an unexpired term on <br />the Jefferson Area Board for Aging. This term will expire on <br />April 1, 1994. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Ms. <br />Jean Cooper was appointed to serve a three-year term on the <br />Personnel Appeals Board. This term will expire on May 30, <br />1996. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the following appointments were made to the CDBG Economic <br />Development Loan Program Committee: Ms. Lelia Brown (target <br />neighborhood representative); Mr. Will Dirickson (loan <br />officer); Mr. Ian MacGregor (loan officer); Mr. William <br />Harris (member of business community); Mr. Mike Williams <br />(member of business community); and Mr. Satyendra Huja or his <br />designee (staff). <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Mr. Bill Crutchfield and Mr. Alvin Clements were appointed to <br />serve on the Citizens Advisory Commission for Efficient <br />Government. <br /> <br />STAFF REPORT: TRASH STICKER SALES <br /> <br /> Mr. Hendrix reported that a survey of merchants selling <br />trash stickers showed that five indicated that they would <br />discontinue selling stickers if the 5% discount was not given <br />and 20 said that they would continue to sell the stickers. <br /> <br /> Ms. Daugherty stated that she was interested in giving <br />merchants the discount because to not do so placed an unfair <br />burden on small businesses. Ms. Daugherty noted that small <br />busineSses serve people who are more disadvantaged and walk <br />to purchase stickers. Ms. Daugherty made a motion to <br />maintain the current system for trash sticker sales, giving a <br />5% discount to merchants. Mr. Vandever seconded the motion. <br /> <br /> Ms. Slaughter expressed concern about giving the <br />discount at a time when the community should be working <br />together. Ms. Slaughter noted that some of the businesses <br />volunteered to sell the stickers and she would prefer that it <br />be continued on a volunteer basis~ Ms. Slaughter stated that <br />she would favor continuing the current system without the <br />discount, adding that the loss of ~23,000 was not <br />insignificant. <br /> <br /> Mr. Toscano stated that he shared Ms. Slaughter's <br />concerns. Mr. Toscano stated that it does not appear that a <br />substantial number of merchants will stop selling the <br />stickers if the discount is not given and noted that the <br />stickers are voluntarily sold by merchants and it would be a <br />different situation if they were required to sell them.
