101 <br /> <br />Toscano stated that he did nOt think the Council or public <br />would support raising the price of stickers in order to give <br />the discount and if they were not increased then the tax base <br />would be supporting the discount. Mr. Toscano stated that he <br />he might reconsider the matter if the majority of merchants <br />stopped selling stickers, but was not inclined to support the <br />discount at this time. <br /> <br /> The motion to offer the 5% discount with the current <br />system was denied by the following vote. Ayes: Ms. <br />Daugherty, Mr. Vandever. Noes: Ms. Slaughter, Mr. Toscano. <br /> <br />STAFF REPORT: FY 93/94 REVENUE PICTURE <br /> <br /> Ms. Linda PeacOck, Budget Administrator, reviewed the <br />report prepared by representatives from the offices of the <br />Commissioner of Revenue, Finance, Information Services, <br />Treasurer, Real Estate Assessment and City Manager. In the <br />fiscal year just concluded, the City received $5,350,621 in <br />sales tax revenue, a 4% increase over FY 91-92 receipts. The <br />staff committee projects that sales tax receipts will <br />increase by 2% in FY 93-94. The committee recommends that <br />the amount of. anticipated interest income remain at $500,000 <br />because of the low interest rates. <br /> <br />RESOLUTIONS: SIDEWALK CAFE PERMITS - CAFE EUROPA (1331 W. MAIN <br />ST.); MAIN STREET GRILL (1329 W. ~IN ST.); COLLEGE INN (1511 <br />UNIVERSITY AVE.); MACADO'S (1505 UNIVERSITY AVE.) <br /> <br /> Mr. Clyde Gouldman, City Attorney, reviewed differences <br />between the cafe permits for restaurants on the Corner and <br />those on the downtown mall as follows: the permits only <br />carry through the 1993 season; there is a "close down" <br />provision set at 1:00 a.m.; ~and the clean-up language is <br />broadened, Mr. Gouldman also suggested that Council <br />consider amending the permit to require that the restaurant <br />itself close down between the hours of 2:00 and 6:00 a.m. <br /> <br /> Ms. Daugherty made a motion to approve the sidewalk cafe <br />permits for Cafe Europa, Main Street Grill, College Inn, and <br />Macado's, including the revised language requiring the <br />business to close 2:00 and 6:00 a.m., Ms. Slaughter seconded <br />the motion and the resolutions were unanimously approved, <br />with Rev. Edwards absent. <br /> <br /> WHEREAS, Theoni Greka, owner of the Cafe Europa <br />restaurant, has applied to City Council for a permit to <br />operate an outdoor cafe in connection with the operation of <br />the duly licensed restaurant at 1331 West Main Street; and <br /> <br /> WHEREAS, this Council finds that the proposed outdoor <br />cafe can add significantly to successful commerce in the <br />University Corner area, will not unreasonably restrict the <br />movement of pedestrian traffic and will not endanger the <br />public health, safety to welfare; now, therefore, <br /> <br /> BE IT RESOLVED that Theoni Greka, or her assignee, is <br />hereby granted a permit to operate an outdoor cafe at 1331 <br />West Main Street, subject to the following conditions and <br />terms: <br /> <br /> 1. The permit shall be valid from its adoption until <br />December 31, 1993, for operation ~of the cafe. <br /> <br /> 2. The cafe shall be operated only in the designated <br />area shown on the attached sketch. No cafe furnishings or <br />equipment shall be permitted to obstruct any fire lane. The <br />designated area of operation shall be clearly delineated by <br />the use of a combination of trees, fences, planters and <br />barriers. <br /> <br /> 3. The cafe shall be operated in full conformity with <br />all State health and alcoholic beverage control regulations. <br /> <br /> <br />
