Mr. <br />Argrett stated that it takes more than one person to put <br />leaves in bags, people will put garbage in the bags along <br />with leaves, and it will be hard on the elderly. Mr. <br />Argrett stated that he felt people would be willing to pay a <br />fee to continue the current vacuum system. <br /> <br /> Ms. Eva Wiley, a resident of Johnson Village, stated <br />that she moved to Charlottesville three years ago from a <br />community where leaves are bagged and she felt it worked well <br />and kept the City looking cleaner. Ms. Wiley recommended <br />that the leaves be picked up on the same day as trash is <br />collected. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Clyde <br />Gouldman, City Attorney, stated that he believed the <br />penalty for raking leaves into the street was a Class I <br />misdemeanor. <br /> <br /> Ms. Daugherty expressed concern that some issues have <br />not been worked out regarding the proposal, the cost is <br />uncertain, and she was concerned about the amount of bags <br />that would need to be used. Ms. Daugherty again expressed <br />interest in a pilot program. <br /> <br /> Ms. Mueller stated that she felt a pilot program would <br />be difficult to do and the cost data would not be valid <br />if the program is not mandatory. <br /> <br /> Responding to a question from Mr. Vandever, Ms. Mueller <br />stated that the administrative cost would be high for <br />charging a fee for leaf collection. <br /> <br /> Ms. Slaughter stated that she thought it was generally a <br />good idea to move to more composting, but felt changing the <br />current system needed to be done in a more considered <br />fashion. Ms. Slaughter stated that she felt the League of <br />Women Voters' questions needed to be addressed; she would <br />like a fee system explored, adding that she felt the City's <br />computerized system should be more flexible; would like the <br />cost savings explored further; suggested exploring picking up <br />bagged leaves at the same time as trash is collected; and <br />requested information on the number of employees reduced in <br />Public Works. <br /> <br /> Mr. Hendrix stated that as he had mentioned at the <br />previous meeting, a decision about whether to move forward <br />with the proposed bag system this year needed to be made at <br />this time, but given the concerns expressed and the time <br />constraints felt the matter should be delayed a year. <br /> <br /> Mr. Toscano recommended that the restriction against <br />raking leaves in the street be publicized and suggested that <br />a pilot composting program be explored. <br /> <br /> It was the sense of Council to not move forward with the <br />proposal to requiring the bagging of leaves at this time. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR VETERINARY HOSPITAL AT <br />2125 IVY ROAD <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended approVal of <br />the special permit for the following reasons: 1) It is in <br />harmony with the Land Use Plan of the Comprehensive Plan; and <br />2) It will not have a significant adverse impact on the <br />surrounding area if built according to the plans and if <br />conditions are met. Mr. Huja stated that the owners of the <br />property have requested that the Council not require that one <br />of the handicapped spaces be located at the west end of the <br /> <br /> <br />
