Mr. Huja <br />noted that the owners have agreed to proVide seven <br />handicapped spaces on the combined Ivy Square and Foods of <br />All Nations parking lot instead of the five required by the <br />ADA. <br /> <br /> Ms. Slaughter stated that she was reluctant to impose <br />additional conditions on the permit since the owner was <br />already providing more handicapped spaces than required. Ms. <br />Slaughter made a motion to approve the permit, on the <br />condition that the site plan conforms with the revised Foods <br />of All Nations site plan and removing the requirement that <br />one of the handicapped spaces be located at the west end of <br />the lot. Ms. Daugherty seconded the motion. <br /> <br /> Mr. Vandever stated that he opposed the motion since he <br />thought the requirement to locate one of the handicapped <br />spaces on the west end was valid. <br /> <br /> The resolution granting a special permit for a <br />veterinary hospital at 2125 Ivy Road was approved by the <br />following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr. <br />Toscano. Noes: Mr. Vandever. Absent: Rev. Edwards. <br /> <br /> WHEREAS, Dr. Stephen Epstein, on behalf of Ivy Square <br />Land Trust, owner of Unit ~2, 2125 Ivy Road, in the Ivy Square <br />Shopping Center, has requested a special use permit to operate <br />a veterinary hospital at that location; this property being <br />further identified as Parcel 1.3 on City Real Property Tax Map <br />7, having approximately 229 feet of frontage on Ivy Road and <br />containing approximately 58,211 square feet of landor 1.34 <br />acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on August 10, 1993, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to Dr. Stephen Epstein for operation of a veterinary <br />hospital in Unit ~2 of the Ivy Square,Shopping Center, 2125 <br />Ivy Road. <br /> <br /> The approval of this special use permit is conditioned <br />upon the following: <br /> <br /> 1. Administrative approval of the final site plan with <br />all necessary data shown on the final plan; and, to the extent <br />reasonably practical, this final plan shall be coordinated <br />with the revised site plan for Foods of All Nations. <br /> <br /> 2o Completion of the following specific improvements to <br />address the issues of sound, odor, and waste management: <br /> <br /> A. Sound <br /> (1) Existing fire walls on three sides, glass <br />front, slab concrete flooring, and no unit above this unit. <br /> (2) New heavily insulated drop-ceilings to be <br />installed. Additional nine-inch roll insulation in pet <br />hospitalization areas, which will be located in the rear of <br />the unit. <br /> <br /> B. Odor <br /> (1) Electronic air filtration system to <br />eliminate all odor. <br /> (2) Calcium carbonate scavenger system on all <br />anesthetic machines. <br /> (3) Seven and one half ton four CPM HVAC to <br />provide more than adequate ventilation to the 1,800 square <br />feet of space. <br /> <br /> <br />
