125 <br /> <br />COUNCIL CHAMBER October 4, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: MS. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Ms. Cynthia McNarey, representing the Virginia Festival <br />of American Film, encouraged Council and the public to <br />participate in the Festival scheduled for October 28 - 31. <br /> <br /> Mr. John Gaines, 214 9th St.t N.E., asked that he be <br />provided with a report on the status of the West Main Street <br />report; questioned whether a public vote would be held on the <br />issue of town reversion; and asked what amount of money has <br />been spent in the 10th and Page neighborhood out of the <br />capital improvement fund. <br /> <br /> Ms. Slaughter explained that the City and University are <br />in the midst of writing a-~tatement of intent regarding West <br />Main Street and once a draft is available it will be put out <br />for public input. Ms. Slaughter added that the Planning <br />Commission is in the process of discussing the issue of <br />conservation districts and the matter will be taken to <br />residents of the neighborhoods adjacent to West Main Street. <br /> <br /> Mr. Toscano stated that the "design notebook" for the <br />West Main Street corridor is being refined by the Board of <br />Architectural Review and announced that a nursing grant has <br />been received by the Housing Authority which will provide <br />additional health services in Westhaven. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, noted that many <br />of the zoning amendments which will be discussed by Council <br />later in the meeting are a result of the West Main Street <br />report. <br /> <br /> Mr. Tom Hill, Box 2941, stated that he was incredulous <br />about Council consideration of the town reversion issue and <br />felt it was an admission of failure on the part of Council to <br />properly manage the finances of the City. <br /> <br /> Mr. Vandever stated that he did not feel Mr. Hill's <br />comments were legitimate, noted that Council has yet to <br />discuss the issue of town reversion, and that he hoped to <br />continue efforts to look at possible consolidation of <br />services with Albemarle County. <br /> <br /> Mr. Paul Briert owner of a business on Stewart Street, <br />stated that he felt the ~ew-solid waste collection routes <br />were a major improvement and congratulated the Public Works <br />staff for designing the new routes. <br /> <br /> Mr. Toscano noted that the new routes were developed as <br />part of the gainsharing program in Public Works. <br /> <br />CONSENT AGENDA <br /> <br /> Responding to request by Ms. Slaughter, Mr. Clyde <br />Gou!dman, City Attorney, briefly reviewed the history of the <br />City's involvement in developing the Omni Hotel and explained <br />that the City's investment in the project is now better <br />protected. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the following consent agenda items were unanimously approved: <br /> <br />a.
