It was agreed that the resolution regarding expanded tier rate regulation would be tabled. Rev. Edwards requested that data on rates for comparable service elsewhere be provided to Council. THE PROPOSED AGENDA IS AS FOLLOWS: Annual Council Retreat BY ORDER OF THE MAYOR BY Jeanne Cox (signed) GRAVES MOUNTAIN LODGE - October 10, 1993 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. REVENUE ISSUES Mr. Hendrix reviewed the revenue projections for FY 94-95, noted that an estimated $1.2 million needed to be cut from the existing budget to balance the budget, and certain areas such as the computer-systems needed to be modernized in order to deal with reduced staff levels. Mr. Hendrix stated that December 15th was the deadline for major staff decisions regarding the budget and he felt that prioritizing services was a very important issue since 20 to 25 positions currently in the budget will be eliminated in next year's budget with management positions targeted. Ms. Linda Peacock, Budget Administrator, stated that both the Social Development Commission and Children and Youth Commission will be conducting in-depth reviews of certain agencies and felt it would be helpful for them to know criteria Council would apply. Mr. Vandever stated that he felt the higher cost per student in the City schools was a stumbling block to further discussions of consolidation with the County and asked that the schools account for this cost. Mr. Vandever stated that he would like the schools to present an explanation for how they account for cost per pupil and do they think the amount is reasonable, justifiable and rational. Mr. Toscano stated that he would like to know what types of restructuring efforts the schools are making. HIRING ISSUES Mr. Hendrix asked for Council,s input regarding filling the position of Economic Development Director and it was agreed that staff would present options for this position with possible combining of positions.
