133 <br /> <br /> Mr. Hendrix said he would contact associations which may <br />be interested in relocating out of the Washington, D. C. area <br />and University of Virginia Medical Center offices which might <br />be interested in West Main Street development. <br /> <br /> Ms. Slaughter stated that she felt short-term goals of <br /> economic development should be to recruit and retain <br /> businesses and felt that a regional approach to economic <br /> development made sense in the long run, though Ms. Daugherty <br /> noted that regional efforts are somewhat stalled due to lack <br /> of commitment from outlying counties. <br /> <br /> Regarding the Charlottesville Industrial Development <br /> Authority~ Mr. Hendrix recommended that CIDA hold a work <br /> session to develop a proposal to define/redefine their role <br /> and then have CIDA and Council meet in a work session. Ms. <br /> Slaughter recommended that the economic development strategy <br /> inclUde recommendations for CIDA's role. <br /> <br />WEST MAIN STREET <br /> <br /> Ms. Slaughter recommended that a draft statement of <br />intent being prepared by University be circulated to Council <br />and that the public's feedback on the statement be allowed at <br />a formal Council meeting. <br /> <br /> Rev. Edwards stated that he continues to hear concerns <br />from residents of neighborhoods adjoining West Main Street <br />and stated that he was interested in hiring someone to hold <br />community design workshops and to monitor all development <br />proposals~ educate residents, and provide technical <br />assistance and advice to residents, to be funded with CDBG <br />funds. Rev. Edwards stated that the person should have a <br />professional background and he felt hiring such a person <br />would show that Council is willing to go the extra mile to <br />keep residents informed. <br /> <br /> Ms. Slaughter recommended that the CDBG Task Force look <br />at Rev. Edwards' suggestion and make a recommendation and <br />that the development and explanation of historic preservation <br />districts be included. <br /> <br /> Rev. Edwards stated that he would draft a proposal to <br />send to the CDBG Task Force. <br /> <br /> Ms. Daugherty stated that she did not want to create <br />another bureaucratic barrier to businesses and Mr. Toscano <br />stated that he did not think such a position should be one of <br />advocacy or a community organizer. <br /> <br />STEAM TRAIN <br /> <br /> Mr. vandever noted that the steam train's pilot run <br />will be completed the end of the month and Mr. Hendrix <br />explained that long-term issues for the steam train's <br />operation included: assistance from the City; a lease from <br />CSX Railroad; and costs to operate the train. <br /> <br /> Mr. Toscano stated that he would support assisting the <br />steam train if data was available showing the numbers of <br />people the train brings to shops and restaurants. <br /> <br />DRUGS <br /> <br /> Mr. Hendrix stated that the drug situation throughout <br />the city has been better this summer than in years past and <br />he credited community policing and a proactive approach to <br />housing violations. <br /> <br /> Mr. Vandever asked whether quantitative measures such as <br />numbers of police calls, types of calls, etc. to compare with <br />past years was possible in order to get a sense of what <br />efforts have worked. <br /> <br /> <br />
