134 <br /> <br /> Ms. Daugherty stated that she would draft a letter from <br />Council to police and other City employees who have shown <br />leadership in the anti-drug efforts. <br /> <br />CHILDREN AND YOUTH <br /> <br /> Ms. Slaughter stated that she felt the Boys and Girls <br />Club has done an excellent job reaching the youth it targeted <br />to serve. <br /> <br /> Council discussed the recent hiring of a director for <br />the Teen Center the hope that a location will be announced in <br />the near future. <br /> <br /> Ms. Slaughter stated that the Children and Youth <br />Commission has discussed the possibility of expanding the <br />summer bus program for youth to year-round to make the <br />proposed Teen Center or certain other activities accessible <br />during certain hours. <br /> <br /> It was the sense of Council to support expanding the bus <br />passes. <br /> <br /> Ms. Daugherty stated that she felt Council needed to <br />have a discussion in the near future about its recreation <br />programs in order to evaluate what is being done. <br /> <br /> Rev. Edwards requested that information on numbers of <br />City and County youth who are involved in free youth <br />recreation programs be provided, Ms. Slaughter asked for <br />information on the swimming program enrollment, and Ms. <br />Daugherty asked for numbers on the CLAS/S Summer program and <br />summer school enrollment. <br /> <br /> Ms. Daugherty stated that she felt the Social Services <br />Department annual report needed to be studied carefully, <br />noting that there is an increasing number of pregnant teens <br />whose main contact is with the understaffed Social Services <br />Department and that while there is money available for child. <br />care, there is not enough staff to handle the load and to <br />draw down the federal money. Ms. Daugherty stated that she <br />felt funding for Social Services will be a major budget <br />issue. <br /> <br /> Ms. Slaughter questioned whether there was a way to <br />disburse the administrative duties for day care funds to <br />other agencies. <br /> <br /> Mr. Toscano recommended that possibilities for <br />gainsharing in social services be investigated which would <br />allow localities to keep part of the money they have saved as <br />a result of finding fraud rather than having the funds <br />returned to the state. <br /> <br />LEGISLATIVE ISSUES <br /> <br /> Ms. Slaughter listed proposals before the State which <br />she felt the City should oppose: limiting business and <br />professional licenses; prohibiting accessory units in <br />residential areas which would affect the City's R-lA <br />designation; and limiting local government's role in zoning <br />matters. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the <br />Planning Co~mission has been working with the neighborhoods <br />regarding creation of conservation zones and he will need to <br />draft legislation for a possible Charter change. <br /> <br /> Ms. Slaughter recommended that the legislation creating <br />conservation zones be written in a very general manner. <br /> <br />Council adjourned for dinner. <br /> <br /> <br />
