135 <br /> <br />SOLID WASTE <br /> <br /> Mr. Hendrix explained that the recycling contract will <br />expire in November of 1994 and a composting operation for <br />leaves and grass clippings will begin next year. <br /> <br /> Rev. Edwards stated that~ he felt money should be made <br />selling recyclables but Mr. Hendrix stated that while there <br />is a market for aluminum, there is little market for glass <br />and metal cans and someone must be paid to take paper. Mr. <br />Hendrix noted that volumes of recyclables are not large <br />enough for a local materials recovery facility. <br /> <br /> Mr. Hendrix stated that curbside recycling has proven to <br />be expensive and very little savings in volume has resulted <br />at the landfill. <br /> <br /> Mr. Toscano stated that he felt a way needed to be found <br />to drive the cost of recycling down and Mr. Hendrix stated <br />that Public Works staff are beginning to look at the <br />situation. <br /> <br /> Ms. Slaughter recommended that the Virginia Municipal <br />League be asked to survey other localities with regard to <br />their recycling costs. <br /> <br /> Mr. Toscano suggested that involving Charlottesville/ <br />Albemarle Recycle Together (CART) in the issue might be <br />useful. <br /> <br />ENFORCEMENT <br /> <br /> Ms. Slaughter stated that she felt the City needed to <br />focus more attention on laws that currently exist such as <br />noise violations, etc. <br /> <br /> Rev. Edwards stated that he felt zoning ordinances <br />should help the City plan for the future rather than having <br />to develop new laws in response to problems. Rev. Edwards <br />stated that he felt that if you plan properly then the zoning <br />laws become the policing powers. <br /> <br />RESTRUCTURING <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that the <br />quality service training for all City employees was completed <br />at the end of the summer, the citizen survey form is being <br />finalized and focus groups are being planned and are proposed <br />to begin in late fall. <br /> <br /> MSo Slaughter stated that she felt some of the survey <br />"forced choices" were too vague. <br /> <br /> Mr. Hendrix stated that two issues remain outstanding <br />regarding the new pay plan, evaluation and broad <br />classifications, and explained that individual departments <br />are developing their own evaluation plan, with key elements <br />the same throughout the City. <br /> <br /> Ms. Slaughter stated that she felt the Citizens Advisory <br />Commission for Efficient Government and the poll should help <br />identify what are the most essential City services and noted <br />that the City cannot be all things to all people and must be <br />fiscally responsible while providing quality services. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters, more specifically described as <br />assignment of additional tasks to existing offices in one <br />department and the feasibility thereof, and acquisition, use <br />or disposition of public property, more specifically <br />described as the CSX property, as provided by Section <br /> <br /> <br />
