Mr. Hendrix noted that the value of the property in question is more than sufficient to cover the property and lien. Mr. Toscano stated that he felt it made sense to grant the request in this situation, but felt that Council should evaluate each request individually if other similar requests are made. On motion by Mr. Toscano, seconded by Ms. Slaughter, the subordination agreement for the Corner property was approved by Council, with Rev. Edwards absent. THE PROPOSED AGENDA IS AS FOLLOWS: Work Session: Purchasing Study BY ORDER OF THE ~wLAYOR BY Jeanne Coxn (signed) BASEMENT CONFERENCE ROOM - October 25, 1993 Council met in special session on this date with the following members present: Ms. Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. The study regarding the possibility of consolidating the purchasing divisions for the City and Albemarle County was discussed. Mr. A1 Elias, Purchasing Agent for the City, discussed differences between the City and County Purchasing Divisions. The City utilizes computers for all purchasing reporting and maintains a warehouse and the County does not. The County Purchasing Division includes the County school system and the City school system operates separately from the City. Ms. Linda Peacock, Budget Administrator, stated that one of the main issues regarding consolidation of any departments with the County is that of governance and to whom the staff would be accountable. Mr. Hendrix stated that he felt for any consolidation to happen both the Council and Board of Supervisors must be committed to see it work and that in addition to resolving the governance issues, the issue of differential funding of programs would need to be resolved. Mr. Hendrix stated that he felt Council needed to be able to sell the idea of consolidation to City and County residents if that was the desired goal. Ms. Slaughter recommended that the Center for Public Services provide previous reports that have been conducted on consolidation efforts and to also provide information on other consolidation efforts.
