THE PROPOSED AGENDA IS AS FOLLOWS: Bi-monthly briefing by City Manager and executive session as provided by Section 2.1-344(a) of the Virginia Code. BY ORDER OF THE MAYOR BY Jeanne Cox (signed) CITY MANAGER'S CONFERENCE ROOM - November 1, 1993 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Mr. Hendrix updated Council on a variety of issues including: activities of the MPO Policy and Technical Committees regarding Route 29; subcommittees formed by the Citizens Advisory Commission for Efficient Government; early retirement program; restructuring; construction update; National Optronics project on the CSX property; the railroad bridge on West Main Street; and the town reversion issue. On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session discuss personnel matters, further deScribed as appointments to boards and commissions, the acquisition, use or disposition of publicly owned property, further described as the High Street parking lot, and several legal matters as exempted by Section 2.1-344(a)(1),(3), and (7) of the Virginia Code. COUNCIL CHA/~BER - November 1, 1993 Council reconvened in regular session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. On motion by Ms. Daugherty, seconded by Rev. Edwards, Council unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. PUBLIC Mr. William Johnson, 217 Old Lynchburg Road, stated that he does not feel the School Board has been responsive to his concerns and is not being held accountable to the public.
