146 <br /> <br />will allow the waiver of a $2,000 lease deposit for OAR's new <br />location. <br /> <br /> Mr. Toscano stated that he would support the request <br />because the City will not have to provide funding and because <br />of OAR's long history in the City. <br /> <br /> On motion by Mr. Toscano, seconded bY Ms. Slaughter, the <br />resolution authorizing the lease addendum for Offender Aid <br />and Restoration was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the City Manager is hereby <br />authorized to sign on behalf of the City an addendum to the <br />lease by Offender Aid and Restoration (OAR) with Milgraum <br />Associates for office space in the Milgraum Building. A copy <br />of this propsoed addendum is attached hereto. This resolution <br />is conditioned upon approval of a similar resolution by the <br />Albemarle County Board of Supervisors. <br /> <br />REPORT: LEASE OF VAN TO MACAA <br /> <br /> Mr. Hendrix explained that the Monticello Area Community <br />Action Agency (MACAA) has requested that the City donate a <br />van which is no longer needed by the City to be used by the <br />Opportunity Knocks program, but federal law prevents the <br />donation because the van is valued over $5,000 and was <br />purchased with federal funds. <br /> <br /> Mr. Clyde Gouldman, City Attorney, presented Council <br />with the following options: sell the van to MACAA for its <br />value; donate the van which would make the City responsible <br />for remitting $1~100 back to the federal government, or lease <br />the van to MACAA. <br /> <br /> Ms. Terry Dicentio, representing MACAA, stated that <br />MACAA would like to have additional time to explore options <br />and requested that Council approve a short-term lease of the <br />van to MACAA for $1. <br /> <br /> Mr. Goul~man noted that if the van is leased to MACAA <br />then MACAA would be responsible for repair and maintenance of <br />the vehicle. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />Council unanimously authorized the lease of the van to MACAA <br />for $I for a six-month period. <br /> <br /> Ms. Daugherty requested that a formal report on the <br />Opportunity Knocks program be provided to Council. <br /> <br />REPORT: SETTING DATE FOR PUBLIC HEARING FOR CONSIDERATION OF <br />CHARTER CHANGE RE:, NEIGHBORHOOD CONSERVATION DISTRICTS <br /> <br /> Mr. Gouldman presented Council with a proposed charter <br />amendment which would give the City the authority to create <br />neighborhood conservation districts. Mr. Gouldman <br />recommended omitting the section authorizing the City to <br />acquire property, noting that the amendment was not intended <br />to broaden the City's power of imminent domain. <br /> <br /> Ms. Slaughter stated that she agreed with removing the <br />section recommended by Mr. Gouldman and suggested adding "or <br />negative impacts resulting from redevelopment" to paragraph <br />A. <br /> <br /> Mr. Toscano recommended that "to prevent displacement <br />and encourage preservation of neighborhoods" be added to <br />paragraph A. Mr. Toscano also noted that providing <br />guidelines and standards for only that property within view <br />of public streets had been an issue in the West Main Street <br />Task Force. <br /> <br /> <br />
