147 <br /> <br /> It was agreed that a public hearing on the charter <br />change would be on December 6th. <br /> <br />REPORT: <br /> <br />a) PARKING PLAN FOR DOWNTOWN <br />b) DOWNTOWN TRAFFIC CIRCULATION <br />c) RENAMING OF WATER ST/WEST MAIN ST/UNIVERSITY AVE. <br /> <br /> Mr. Huja stated that the Planning Commission made the <br />followingrecommendations regarding parking downtown: i) <br />establish consistency in the pricing of hourly parking in the <br />downtown area; 2) establish initial pricing of the Water <br />Street Garage at $45.00 a month; 3) raise the Market Street <br />Garage fee for monthly parkers to $55.00 per month; 4) <br />increase parking fines to $10.00 per violation if paid within <br />48 hours to help act as more of a deterrent and dismiss the <br />first ticket per calendar year; 5) embark on an active <br />promotional campaign by CPC for the two garages; and 6) work <br />with downtown employers, including the City, to establish <br />employee parking management policies and incentives for <br />reduced vehiCle use. Mr. Huja continued that the Commission <br />also recommended that the Parking Committee be reconstituted <br />and expanded and further evaluate the recommendation to <br />reduce two-hour parking with one-hour parking and the <br />commuter hang tag proposal. <br /> <br /> Ms. Slaughter recommended that recommendation ~6 be <br />further explored by the Parking Committee's because it is so <br />general. Ms. Slaughter stated that she continued to be <br />interested in exploring incentives for carpooling, etc. <br /> <br /> Mr. Hendrix stated that a group of downtown employers <br />have been meeting and discussing the issues raised in #6. <br /> <br /> Ms. Daugherty stated that she was concerned about the <br />need for merchants to offer parking ticket validation and <br />recommended that CPC discuss this matter. <br /> <br /> Mr. Hendrix stated that he would bring back a <br />recommendation on what the uniform hourly rate should be for <br />City owned surface parking lots as well as information on the <br />financial implications of increasing parking fines and <br />dismissing the first parking ticket. <br /> <br /> Mr. Vandever recommended that consideration be given to <br />delaying increasing the monthly parking fee at the Market <br />Street garage until after the Water Street garage opens. <br /> <br /> Mr. Toscano recommended exploring the possibility of a <br />joint promotional campaign with the University for the <br />University's new parking garage and the new Water Street <br />garage. <br /> <br /> It was agreed that recommendation 6 from the Planning <br />Commission would be referred to the Parking Committee and the <br />parking committee would be expanded to include the Traffic <br />Engineer, representatives of Charlottesville Downtown <br />Foundation and merchants, a property owner/business owner, a <br />downtown professional, downtown employee and representative <br />of the North Downtown Neighborhood Association and Belmont <br />Neighborhood. <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />that Water Street be made two-way for vehicular traffic and <br />that there be careful study of the bus stop locations and <br />complimentary bicycle route improvements as it is <br />implemented. <br /> <br /> Ms. Slaughter made a motion to proceed with making Water <br />Street two-way and to further study the bus stop locations, <br />bicycle route and potential closure of South Street.
