150 <br /> <br />generally under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to Charles Lewis to allow for the addition of four (4) <br />one-bedroom dwelling units to the property at 512 and 518 East <br />Main Street. <br /> <br /> The approval of this special use permit is conditioned <br />upon the following: <br /> <br />1. Administrative approval of the site plan. <br /> <br /> 2, Approval of the Certificate of Appropriateness from <br />the Board of Architectural Review. <br /> <br /> 3. Screening of mechanical equipment on top of the <br />building at 512-518 East Main Street. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter made a motion to remove restrictions on <br />investments in South Africa in response to Nelson Mandela,s <br />request, Rev. Edwards seconded the motion and it was <br />unanimously approved by Council. <br /> <br /> Mr. Vandever stated that the school fund balance issue <br />has held up the year end audits for the City and School <br />system. <br /> <br /> Mr. Toscano stated that he was satisfied with the letter <br />to the Chair of the School Board from the Mayor that <br />reflected the majority decision of Council and that if a <br />decision is made to revisit the issue that Council be <br />provided with a monthly fund balance report from the schools. <br /> <br /> Ms. Slaughter stated that she had not been able to <br />listen to the tape of the meeting where the issue was <br />initially discussed that was provided by the Schools. <br /> <br /> Because Ms. Slaughter had made the original motion <br />regarding the school fund balance issue, it was agreed that <br />she would listen to the tape and convey her understanding of <br />the motion to the Mayor. <br /> <br /> ~T~.~as adjourned. <br />Pre~l~den~ e k~~ ~ <br /> <br />COUNCIL CHAMBER - November 15, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Ms. Slaughter, Mr. <br />Toscano. Absent: Rev. Edwards and Mr. Vandever. <br /> <br />pUBLiC <br /> <br /> Mr. Mark Hertzog, Co-Director of the Center for Survey <br />Research at the University of Virginia, presented the results <br />of a random survey of registered voters in the City which Mr. <br />Hertzog said showed that a majority of registered voters <br />support adoption of an ordinance banning discrimination on <br />the basis of sexual orientation. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />following consent agenda items were approved by Council, with <br />the minutes of the November 1st meeting amended by Mr <br />Toscano. · <br /> <br /> <br />
