151 <br /> <br />Minutes of October 18, 25 and November 1 <br /> <br />bm <br /> <br />APPROPRIATION: $1,000 - Donation to Social Services <br />for Education and Training Day Care Funds <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $1,000.00, received <br />as a donation from the Elinor Lynn Lee Memorial Scholarship <br />Fund in support of day care services for children of social <br />services customers attending Piedmont Virginia Community <br />College, is hereby appropriated to expenditure account <br />12-161-062272 for such purpose. The Mayor is hereby requested <br />to send a letter of appreciation to the Elinor Lynn Lee <br />Memorial Scholarship Foundation for their generous support. <br /> <br />REPORT: TEEN CENTER <br /> <br /> Ms. Kai Rady, Chair of the Charlottesville-Albemarle <br />Children and Youth Commission, reviewed the history of the <br />recommendation for the Teen Center, introduced the Director <br />of the Teen Center, and recommended that the property on <br />Westfield Road be approved as the site for the Teen Center. <br />Ms. Rady stated that the site had been chosen because it is <br />affordable, accessible, the appropriate size and is in an <br />appropriate neighborhood. Ms. Rady acknowledged that a <br />concern exists about transportation to the site but stated <br />that solutions are being explored, including using an <br />Albemarle County bus, a MACAA Headstart bus or seeking a <br />grant for transportation. Ms. Rady requested that Council <br />appropriate funds for the City's share of the rent for the <br />facility. <br /> <br /> Ms. Amy Smith, Director of the Teen Center, stated that <br />other teen centers around the state have been visited and it <br />was found that having a Teen Council was vital to the success <br />of any center. Ms. Smith stated that a Teen Council has been <br />formed and the youths will develop their own programming for <br />the Center. <br /> <br /> Ms. Daniel Lambert, a student at Albemarle High School, <br />said that she thought a Teen Center would be fun and would <br />provide a safe place with a lot of activities. <br /> <br /> Ms. Tracy Carter, a student at Western Albemarle High <br />School, said that the property on Westfield Road was selected <br />because it is in a safe area, is in good condition, is <br />handicapped accessible and has parking available. <br /> <br /> Ms. Daugherty stated that she felt transportation was a <br />concern but felt the location was a good one and thought the <br />transportation issue could be worked out. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Downing <br />Miller, a member of the Teen Center Steering Committee, <br />stated that she knew of no resistance from residents or <br />business owners in the area proposed for the Teen Center. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Smith <br />stated that the teen centers she had visited throughout the <br />state were provided space by the local governments and were <br />funded through their parks and recreation departments, with <br />donations made by the community. <br /> <br /> Ms. Rady explained that seeking non-profit status to <br />help with donations is being explored. <br /> <br /> Ms. Smith explained that proposed renovations include <br />adding three internal windows to increase supervision, <br />building a check-in area, adding exterior lighting in the <br />parking lot, and replacing tile and carpeting. <br /> <br /> Ms. Slaughter stated that she wanted to ensure that all <br />interested students will be able to get to the Teen Center <br /> <br /> <br />
