Ms. Slaughter continued that she felt <br />there should be a conscious outreach efforts regarding <br />transportation. Ms. Slaughter noted that she felt it was <br />important to be able to bring City and Albemarle County <br />students together in this way. <br /> <br /> Mr. Toscano stated that he felt it was important to <br />review the entire process to assure that City youth are <br />participating and Ms. Smith stated that she felt the diverse <br />programming which will be provided will bring in a diverse <br />group of students. Mr. Toscano noted that by approving <br />funding for the Teen Center, Council will basically be making <br />a commitment to continue the funding next year and questioned <br />whether the Teen Center would replace any current activities <br />funded through Parks and Recreation. <br /> <br /> Mr. Johnny Ellen, Chief of Recreation, stated that there <br />are no plans at this time to significantly reduce any <br />programs currently offered which would provide funding for <br />the Teen Center. <br /> <br />APPROPRIATION: ~20,035 - TEEN CENTER <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the <br />$20~035 apPropriation for the Teen Center was offered and <br />carried over to the next meeting for consideration. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION LEGISLATIVE <br />PROGRAM <br /> <br /> Ms. Bonnie Fronfelter, legislative liaison with the <br />Thomas Jefferson Planning District Commission, presented the <br />Commission's proposed legislative program as amended by <br />member jurisdictions. <br /> <br /> Mr. Toscano expressed concern about one of the member <br />localities having removed affordable housing initiatives <br />from the program and Ms. Slaughter stated that she felt it <br />would be appropriate to discuss this issue during a Planning <br />District Commission meeting. <br /> <br /> Ms. Fronfelter requested that the Council tentatively <br />approve the draft legislative program, pending further <br />discussion at the next Commission meeting. <br /> <br /> Mr. Toscano made a motion to support the draft <br />legislative program, subject Council striking provisions <br />that: 1) create new state organizations or bureaucracies; 2) <br />impose new mandates on local jurisdictions without adequate <br />funding of said mandates; 3) transfer local autonomy to state <br />organizations; and 4) discourage creation of more affordable <br />housing units in jurisdictions surrounding Charlottesville. <br />Ms. Daugherty seconded the motion and it was approved by <br />Council. <br /> <br />REPORT: LEGISLATIVE PROGRAM <br /> <br /> Mr. Clyde Gouldman, City Attorney, reviewed the working <br />draft of the City's legislative program. Mr. Gouldman <br />recommended that the section dealing with state reimbursement <br />for gas line relocation for Route 29 North be removed since <br />he understood that the state will pay to relocate these <br />lines. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Robert <br />Cox, Director of Social Services, explained that there is a <br />proposal to introduce legislation which would expand the <br />role of sexual assault investigations by local <br />social service departments beyond those in a caretaker role <br />and requested that Council only support such a proposal if <br />funds are provided to cover the additional work this would <br />require. <br /> <br /> <br />
