Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Hendrix, City Manager, briefed Council on the <br />following: numbers of retirees, possibility of putting <br />refuse collection services out to bid; railroad bridge on <br />West Main Street; large item pickup schedule; holiday <br />closings; schedule for two-waying of Water Street; and <br />construction update. <br /> <br /> Mr. Vandever, a member of the Jail Board, explained that <br />the Joint Security Complex is exploring the possibility of <br />amending its contract with the City and Albemarle County in <br />order to guarantee space for federal prisoners. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously voted to meet in executive session for <br />the purpose of considering the acquisition or use of real <br />property for public purpose, or the disposition of publicly <br />held property, as authorized by Section 2.1-344(a)(3) of the <br />Virginia Code, and more specifically described as the High <br />Street parking lot. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Ms. Slaughter, unanimously <br />certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies; and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - December 6, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev.
