155 <br /> <br />PUBLIC <br /> <br /> Mr. George Bates, representing a vendor on the downtown <br />mall, stated that his client has been harassed by vendors <br />participating in the Christmas City Market and stated that he <br />felt the City should adopt a consistent policy regarding <br />vendors on the mall, noting that City Market vendors are not <br />required to purchase a business license. <br /> <br /> Ms. Slaughter noted that the Christmas City Market is an <br />extension of the City Market and suggested that staff discuss <br />the matter further with Mr. Bates. <br /> <br /> Mr. Hendrix noted that no vendor on the downtown mall is <br />entitled by right to a specific spot on the mall and all <br />locations are granted on a first come first served basis. <br /> <br /> Ms. Betty Siegner, 201 Sunset Avenue and President of <br />the Frys Spring Neighborhood Association, expressed outrage <br />at the recent violence at a teen dance at the Frys Spring <br />Beach Club and urged Council to address the issue of teen <br />violence and to enforce the curfew for minors. Ms. Siegner <br />stated that vandalism is occurring late at night and <br />school-aged children wander around the neighborhood during <br />week days and requested that additional police be assigned to <br />the neighborhood. <br /> <br /> Rev. R. A. Johnson, Pastor of Pilgrim Baptist Church, <br />urged Council to accept Rev. Edwards' proposal for a <br />community design workshop approach to informing residents of <br />adjacent neighborhoods about development along West Main <br />Street. Rev. Johnson requested that he be provided with a <br />copy of Rev. Edwards' proposal. <br /> <br />CONSENT AGENDA <br /> <br /> The resolution renewing the care permit for Hardware <br />Store Restaurant, ordinance closing Hazel Street right-of- <br />way~ and ordinance regarding pirating of taxicab fares were <br />removed from the consent agenda. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the following consent agenda items were unanimously approved, <br />with Rev. Edwards and Mr. Vandever abstaining from approval <br />of the minutes of November 15th. <br /> <br />a. Minutes of November 15 <br /> <br />APPROPRIATION: <br />(2nd reading) <br /> <br />$105,700 - Grant for HOME Programs <br /> <br /> WHEREAS, the Council has previously approved the City's <br />application for Housing Opportunities Made Equal (HOME) <br />funding from the Department of Housing and Urban Development <br />(HUD). <br /> <br /> WHEREAS, the region has been awarded $560,000 in HOME <br />funding of which the City will receive $84,000 to be expended <br />on affordable housing initiatives such as Downpayment and <br />Closing Cost Assistance, Rental Rehabilitation Loan <br />Program, and Vacant Lot Purchase for construction of low/ <br />moderate income housing. <br /> <br /> WHEREAS~ it is a requirement of this grant that projects <br />funded with HOME initiatives money be matched with local <br />funding in varying degrees; <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the local match for the above <br />listed programs will be covered by the Housing Initiatives <br />Capital Improvements Program account (26-041-051529) in the <br />amount of $21,700, thereby creating three separate accounts: <br />Downpayment and Closing Cost Assistance (11-042-062060) in <br /> <br /> <br />
