163 <br /> <br /> Mr. Steve Stern, representing the Social Development <br />Commission, stated that a great deal of support existed for <br />maintaining the 10th and Page Street neighborhood as a <br />priority neighborhood. Mr. Stern requested that information <br />on Rev. Edwards' proposal for a community workshop be <br />forwarded to the Social Development Commission so they could <br />make a recommendation. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the 10th and Page Street neighborhood was unanimously <br />designated as a priority neighborhood for CDBG funds. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, at <br />least $200,000 was set aside for the 10th and Page Street <br />neighborhood. <br /> <br /> With regard to the percentage of CDBG funds set aside <br />for social programs, Mr. Toscano stated that unless there was <br />a compelling reason to increase the percentage for social <br />programs, he favored keeping the amount at 12%. <br /> <br /> Rev. Edwards made a motion to set aside 12% of CDBG <br />funds for social programs and Mr. Toscano seconded the <br />motion. <br /> <br /> Ms. Slaughter stated that she would prefer to wait and <br />look at the social needs before deciding the percentage. <br /> <br /> The 12% for social programs was approved by the <br />following vote. Ayes: Rev. Edwards, Mr. Toscano, Mr. <br />Vandever. Noes: Ms. Daugherty and Ms. Slaughter. <br /> <br /> Mr. Vandever noted that Council has the flexibility to <br />increase the percentage for social programs to 15% at a later <br />date if desired. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, <br />economic development and housing (homeownership <br />opportunities) were approved as priorities for FY 94-95 CDBG <br />funding. <br /> <br />PUBLIC HEARING: <br /> <br />DISTRICTS <br /> <br />CHARTER AMENDMENT TO ESTABLISH CONSERVATION <br /> <br /> The public hearing was opened and there being no <br />speakers, was closed. <br /> <br />RESOLUTION: CHARTER AMENDMENT TO ESTABLISH CONSERVATION DISTRICTS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the resolution requesting a charter amendment to establish <br />conservation districts was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that this Council, after <br />appropriate publication and a public hearing, has approved <br />the attached proposed City Charter amendment, and the City <br />Attorney is hereby directed to forward to the City's <br />legislators a certified copy of this resolution for <br />presentation in bill form at the 1994 General Assembly. <br /> <br />REPORT: ECONOMIC STRATEGY TASK FORCE <br /> <br /> Mr. Robert Moorefield, Chair of the Economic Strategy <br />Task Force, explained that a facilitator had been contracted <br />with to work with the Task Force to hold a community workshop <br />in January and a public forum in March and to develop a final <br />economic development strategy report by the end of March. <br />Mr. Moorefield stated that over 50% of the cost for this <br />project, $11,250, has been contributed by the private sector <br />to match City and Charlottesville Industrial Development <br />Authority funds. <br /> <br /> <br />
