164 <br /> <br /> Ms. Slaughter stated that she would like to see the Task <br />Force and facilitator look at ways economic development <br />issues could be worked on regionally. <br /> <br /> Ms. Daugherty thanked businesses who contributed toward <br />the effort. <br /> <br />REQUEST: <br /> <br />DRIVE <br /> <br />AMERICAN RED CROSS - DONATION OF PROPERTY ON ROSE HILL <br /> <br /> Mr. Robert McKee, Chair of the Central Virginia Red <br />Cross Board of Directors, requested that Council donate the <br />parcel of City property adjacent to the Red Cross property- <br />which is currently encumbered by an easement to the Red <br />Cross. Mr. McKee explained that if Council approves the <br />donation of the land then the Red Cross will exchange a small <br />piece of property with another adjacent property owner which <br />will help them provide safer parking for Red Cross vehicles. <br /> <br /> Ms. Daugherty made a motion to convey the property to <br />the Red Cross with the following stipulations as recommended <br />by Mr. O'Connell: no access be Permitted onto Madison <br />Avenue; the buffer vegetation be retained and supplemented <br />along Madison Avenue; the drainage system/facilities be <br />protected and not encroached upon; and the drainage easement <br />be recorded as required by Public Works. <br /> <br /> Mr. Toscano raised some concerns that a private <br />individual would benefit as a result of the land conveyance <br />and Ms. Slaughter questioned whether the issue should go <br />before the Planning Commission for their recommendation. <br /> <br /> Mr. McKee noted that the matter would go before the <br />Planning Commission for site plan review and Mr. Jim McVay, a <br />member of the Red Cross Board, stressed that while the land <br />exchange would provide a benefit to the adjacent property <br />owner, the land that would be exchanged is vital to be able <br />to provide secure parking for the Red Cross vehicles. <br /> <br />Ms. Daugherty's motiOn to convey the property with <br />stipulations was seconded by Mr. Toscano and carried over to <br />the next meeting for consideration. <br /> <br />APPROPRIATION: CDBG REPROGRAMMING <br /> <br /> Ms. Neli Coleman, Grants Administrator in the Department <br />of Community Development, reviewed the programs recommended <br />for funding: 9th Street sidewalk, Ridge Street parking <br />structures, and the Fifeville tot lot. <br /> <br /> Ms. Slaughter recommended that more attractive <br />alternatives to the current parking structures be explored <br />and Mr. Hendrix agreed and recommended that Council approve <br />the reprogramming on the condition that Council review design <br />options. <br /> <br /> Ms. Slaughter made a motion to approve the reprogramming <br />with the proviso that more attractive alternatives for the <br />parking structures be sought and Council review the design. <br />Mr. Toscano seconded the motion and the appropriation was <br />carried over to the next meeting for consideration. <br /> <br />RESOLUTION: <br /> <br />AMENDMENTS <br /> <br />1993 AMERICANS WITH DISABILITIES ACT (ADA) PLAN <br /> <br /> Mr. Jim Herndon from the Department of Community <br />Development, reviewed the proposed amendments to the 1993 ADA <br />Transition Plan, containing changes in policy for the <br />para-transit system and an appeals process. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the 1993 Americans with Disabilities Act Plan amendments were <br />unanimously approved. <br /> <br /> <br />
